SR-506-003-01 (39) EPWM: CC: AA: JS: SL; F:/SPFILES/Sp1765/Staff Reports/CC1765-INC(DP).doc City Council Meeting: September 23, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Increase Contract Number 8157 (CCS) with BRH Garver-West Inc. for the Deleted: Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration Project Introduction This report recommends that the City Council approve an increase of $375,000 to contract number 8157 (CCS) with BRH Garver-West, Inc., for the Ocean Avenue and Main Street sewer rehabilitation and Main Street roadway restoration project. Background After the Northridge Earthquake of January 17, 1994, the City initiated a citywide inspection program of the sewer system to identify the locations that were damaged and requested that the Federal Emergency Management Agency (FEMA) and the State?s Office of Emergency Services (OES) approve funds for repair work. The City subsequently accepted a Grant Acceleration Program (GAP) offer from FEMA in the amount of $78 million for the repair of the earthquake damaged sewer system throughout the City. 1 Discussion The Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration project includes the lining of portions of the 30-inch through 39-inch diameter sewer mains, the rehabilitation of sewer maintenance structures in Colorado Avenue, Ocean Avenue, Pico Boulevard and Main Street plus the repaving of Main Street from Pico Boulevard to the southerly City limit. On November 12, 2002, City Council awarded a contract in the amount of $4,498,360 (with an authorization of $5,398,360) to BRH Garver-West, Inc., for the construction of the Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration project. During the course of construction, to minimize disruption to the street by completing related work at one time, the scope of the roadway work was increased to include additional traffic control setups and removals and the construction of ADA compliant curb ramps. The cost of the additional roadway work requires an increase of $375,000 to the contract amount. Budget/Financial Impact FUNDS REQUIRED: Funds in the amount of $103,300 are available in the Wastewater Fund balance for appropriation to capital project account C31094003.589000, ?Sewer Project 4?Main- Roadway?. 2 Funds in the amount of $271,700 for the ADA ramps are available as follows: Account Name Amount C20077802.589000 ?Curb Cuts on Transit Routes? $260,155 C20077803.589000 ?Curb Cuts on Transit Routes? $ 11,545 $271,700 Recommendation Staff recommends that the City Council: 1. Appropriate $103,300 from the Wastewater Fund balance for this project as described in the Budget/Financial Impact section; and, 2. Approve an increase to Contract Number 8157(CCS) with BRH Garver-West, Inc., in an amount not to exceed $375,000 for the Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration project.
