Roadway Restoration Project
Introduction
This report recommends that the City Council approve an increase of $375,000 to contract
number 8157 (CCS) with BRH Garver-West, Inc., for the Ocean Avenue and Main Street
sewer rehabilitation and Main Street roadway restoration project.
Background
After the Northridge Earthquake of January 17, 1994, the City initiated a citywide
inspection program of the sewer system to identify the locations that were damaged and
requested that the Federal Emergency Management Agency (FEMA) and the State?s
Office of Emergency Services (OES) approve funds for repair work. The City
subsequently accepted a Grant Acceleration Program (GAP) offer from FEMA in the
amount of $78 million for the repair of the earthquake damaged sewer system
throughout the City.

Discussion
The Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway
Restoration project includes the lining of portions of the 30-inch through 39-inch diameter
sewer mains, the rehabilitation of sewer maintenance structures in Colorado Avenue,
Ocean Avenue, Pico Boulevard and Main Street plus the repaving of Main Street from Pico
Boulevard to the southerly City limit.
On November 12, 2002, City Council awarded a contract in the amount of $4,498,360 (with
an authorization of $5,398,360) to BRH Garver-West, Inc., for the construction of the
Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway
Restoration project. During the course of construction, to minimize disruption to the street
by completing related work at one time, the scope of the roadway work was increased to
include additional traffic control setups and removals and the construction of ADA
compliant curb ramps. The cost of the additional roadway work requires an increase of
$375,000 to the contract amount.
