SR-701-006 (12) PD:JTB:DQ:f:\police\share\staffrpt\csbccg.doc City Council Meeting: September 9, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Acceptance of $14,941 grant award from the California Office of Traffic Safety in Support of a California Seat Belt Compliance Campaign. INTRODUCTION This report recommends the City Council accept a $14,941 mini-grant award from the California Office of Traffic Safety (OTS) and authorize the City Manager to execute the related agreement with OTS. The OTS grant will fund a California Seat Belt Compliance Campaign, November 17-30, 2003. BACKGROUND The goal of the California Seat Belt Compliance Campaign (CSBCC) is to increase seatbelt use statewide to 94% by June 2004. Through the combined efforts of state and local law enforcement, a seat belt enforcement campaign will be conducted for a fourteen (14) day period in November 2003 in support of the Buckle-Up America/Operation ABC National Mobilizations. OTS obtained $14,941 in grant funding from the National Highway Traffic Safety Administration (NHTSA) and is passing through the federal funds to the City of Santa 1 Monica. No City matching funds are required to obtain this funding. OTS will disburse grant funds for eligible expenses subsequent to receipt of a reimbursement request from the City. DISCUSSION Acceptance of the OTS grant funding will provide increased seat belt enforcement hours during a fourteen day seat belt enforcement campaign period from November 17 through 30, 2003. Only personnel costs, at an overtime rate, will be funded for this project. BUDGET/FINANCIALIMPACT The following FY 2003-2004 budget changes will be needed to record receipt of the OTS grant funding and to make it available for program use: 1. Establish a budget of $14,941 in revenue account number 01304.403310. 2. Appropriate the $14,941 of grant funds to Police Department operating budget account number 01306.511490 88341 W. 2 RECOMENDATION It is recommended that the City Council: Accept the California Office of Traffic Safety mini-grant in the amount of $14,941 1. and authorize the City Manager to execute a grant agreement with OTS for the purpose of receiving the grant funds and implementing the California Seat Belt Compliance Campaign in Santa Monica. 2.
