SUBJECT: Recommendation to Authorize the City Manager to Accept Three
Homeland Security Grants Awarded by County of Los Angeles Office of
Emergency Management and Approve Budgetary Changes.
INTRODUCTION
This staff report recommends acceptance of a total of $418,028.60 in grant funds to
enhance local homeland security efforts. The grant revenue and expenditures are not
included in the FY2003/04 budget; therefore, this report also recommends making the
appropriate budget adjustments.
BACKGROUND
As a result of the tragic events caused by terrorists on September 11, 2001, the federal
government is providing a variety of grants to states to improve local homeland security
efforts. The State of California Office of Homeland Security has designated the County
of Los Angeles Office of Emergency Management (OEM) as the coordinating agency for
all cities within Los Angeles County for the application and distribution of homeland
security related grants. The homeland security grant program is 100 percent federally
funded. There are no cost-share or match requirements associated with this funding.
The program operates on a reimbursement basis. The grantee must purchase items
authorized by the grant and then apply for and receive reimbursement.

The Santa Monica Fire Department has served as the point of contact for the Los
Angeles County OEM and has coordinated with other city staff to ensure the homeland
security needs of the City of Santa Monica are being addressed. Grant applications
submitted address needs identified by Fire, Police and Environmental and Public Works
Management.
DISCUSSION
Homeland security grants will enhance the personal safety of public safety employees
and the safety of the community they serve by purchasing supplies and equipment
needed to provide a higher degree of personal protective equipment for public safety
employees, enhanced Urban Search & Rescue (USAR) capabilities, improved
Hazardous Materials Response capabilities, and critical facility security. Most of the
supplies and equipment will provide new response capabilities at Weapons of Mass
Destruction (WMD) incidents, used during WMD training and will be available for use at
other non-WMD emergency incidents.

RECOMMENDATION
It is recommended that City Council authorize the City Manager to accept the three
Homeland Security grants awarded by the by the County of Los Angeles Office of
Emergency Management and approve the above budgetary changes.
