SR-505-004 (12) EPWM: CC; AA; JS;SL.F:\DATA\SPFILES\SP1877\Staff Reports\CC1877B&MD AM2.DOC City Council Meeting: July 22, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Second Modification to Agreement 7995 (CCS) with Burns & McDonnell for the Wilshire Boulevard and Montana Avenue Storm Drain Diversions Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a second modification to professional services agreement 7995 (CCS) with Burns & McDonnell for additional study and design services for the Wilshire and Montana storm drain debris removal and diversion systems, in an amount not to exceed $55,000. Background One of the City?s long-term urban runoff objectives in the Santa Monica Urban Runoff Pollution Control Ordinance is to implement best management practices (BMP) for each storm drain system to minimize the amount of runoff pollution which discharges into Santa Monica Bay. For the Montana Avenue and Wilshire Boulevard storm drain systems, this will involve construction of debris removal and diversion facilities at the end of each drain. During dry weather, trash and debris will be removed from all runoff prior to diversion to the sanitary sewer system for treatment at the City of Los Angeles? Hyperion Treatment Plant. During a rain, the first flush of every storm will undergo the same trash and debris removal process, as practicable, depending upon the severity of the storm. 1 At its August 14, 2001 meeting, the City Council authorized a design agreement with Burns and McDonnell for design of the debris removal and diversion facilities at both the Montana Avenue and Wilshire Boulevard beach parking lots. On July 9, 2002 Council authorized a first modification to the agreement for additional pumping and disposal required during investigation of the sites. Discussion Various design difficulties emerged regarding the project, including environmental, CEQA, state lands, public review, county constraint concerns and others. This necessitated Burns and McDonnell to perform additional research, attend additional meetings and prepare additional alternative designs which are now being evaluated by City staff. Staff proposes to modify Burns and McDonnell?s work in order to redefine the scope of the project and address concerns. This will provide an opportunity to review possible design alternatives and define all potential issues relating to these alternatives. During this evaluation and review process, certain deliverables will be required of Burns and Mc Donnell so that the City may present alternatives to the Council, public, County, and the State for review and comment. Budget/Financial Impact Funds in the amount of $55,000 are available in the following accounts: C34055899.589000 ?SMURRF ? Phase II? $52,315 2 C34055800.589000 ?SMURRF ? Phase II? $ 2,685 Total Available: $55,000 With this modification, the total amount of the agreement will be $168,726. Recommendation Staff recommends that the City Council authorize the City Manager to negotiate and execute a Modification to Agreement 7995 (CCS) in an amount not to exceed $55,000.
