SR-510-003 (16) EPWM:CP:BJ:RB:JC:staffrep.oil HHW.doc Santa Monica, California Council Meeting: July 22, 2003 To: Mayor and City Council From: City Staff Subject: Resolution to Submit and Execute Used Oil Recycling and Household Hazardous Waste Grant Applications to the California Integrated Waste Management Board Introduction This report recommends that the City Council adopt the attached resolution authorizing the City Manager to submit and execute Used Oil Recycling and Household Hazardous Waste Grant applications to the California Integrated Waste Management Board. The CIWMB requests that grant applicants submit a single resolution which authorizes all oil and household hazardous waste grant applications. This resolution would be valid for three years and resubmitted to City Council for renewal after that period. Background Currently, the City operates a permanent Household Hazardous Waste (HHW) collection center available to residents free of charge and to residents of several surrounding cities on a fee for use basis. Small businesses located in Santa Monica may also use the facility on a fee for service basis. In addition, residents may place used motor oil and filters into appropriate containers and place them with other recyclables for curbside pickup. The oil and filters collected at the curbside are brought to the HHW collection center for recycling. These collection programs help to ensure that HHW (including oil) is not improperly disposed of in the solid waste stream or dumped in a sewer or storm drain. 1 Discussion The California Integrated Waste Management Board (CIWMB) offers grants annually to local governments to enhance existing programs that address the proper management of used oil and other household hazardous waste. Over the past twelve years, the City has applied for and received fourteen such grants totaling $809,042. These funds have been used to conduct comprehensive informational campaigns, purchase oil collection containers for distribution free of charge to Santa Monica residents, purchase and install message signs on City trash trucks, host a Southern California Regional Forum on Used Oil Recycling, develop outreach materials for HHW management, support the operation of the HHW collection center, provide public access to peer-reviewed scientific research about alternatives to household products, communicate to under served communities and schools about used oil recycling opportunities, and establish permanent oil and filter recycling sites for Santa Monica Airport tenants. The CIWMB requires that each grant application include a resolution by the City Council authorizing submittal of the application and identifying the individual authorized to execute all necessary applications, contracts, agreements and amendments to carry out the objectives specified in the application. Financial/Budget Impact The budget impact will occur at the time grant funds are awarded and cannot be estimated at this time due to the varying amounts of the awards. Appropriate budget changes will be presented to the City Council as part of the City's annual financial cycle as grant funds are awarded. 2 Recommendation Staff requests that the City Council adopt the attached resolution authorizing the City Manager to submit and execute Used Oil Recycling and Household Hazardous Waste Grant applications to the California Integrated Waste Management Board.
