Retirement System INTRODUCTION This report requests that Council adopt the attached resolutions to report the value of Employer Paid Member Contributions (EPMC) to the California Public Employees? Retirement System, as allowed by Government Code Section 20636(c)(4) pursuant to Section 20691. The attached resolutions comply with the procedure required by CalPERS. DISCUSSION The City of Santa Monica contracts with CalPERS to provide retirement plans for permanent employees. Government Code Section 20636(c)(4), pursuant to Section 20691, allows the City of Santa Monica to report to CalPERS, as compensation earnable, the monetary value of normal contributions paid by the City on behalf of each employee [referred to as Employer Paid Member Contributions (EPMC)]. This provision has been negotiated with various bargaining units and has been implemented subsequent to Council approval. CalPERS requires the attached resolutions as a matter of record. The affected safety bargaining units are: Santa Monica Firefighters (Local 1109 IAFF) and Santa Monica Police Officers Association. The affected 1 miscellaneous bargaining units are: Administrative Team Associates, Executive Pay Plan, Management Team Associates, Municipal Employees Association, and Supervisory Team Associates, and the following bargaining unit and individual classifications in the Santa Monica Rent Control Board: Society for Union Employment, Assistant Public Information Manager, General Counsel, Hearings Manager, Public Information Manager, and Senior Administrative Analyst-Rent Control. FISCAL IMPACT There is no fiscal impact from adoption of these resolutions. By memoranda of understanding employees bear the cost of this benefit. RECOMMENDATION City Staff recommends that the City Council adopt the attached resolutions.
