SUBJECT: Resolution Authorizing the City Manager to Negotiate and Execute a
Contract with the State of California for the Montana Dry-Wet Weather
Runoff Diversion and Best Management Practice Project
Introduction
This report recommends that the City Council authorize the City Manager to negotiate and
execute a $962,000 grant contract with the State Water Resources Control Board (Board)
for an urban runoff best management practices treatment system in the City?s Montana
Avenue storm drain system, and adopt a resolution indicating approval for the proposed
contract.
Background
Federal, state and local regulations and standards require the City of Santa Monica to
reduce urban runoff pollution from storm drain discharges into the Santa Monica Bay.
Recent changes in these regulations and standards have shifted the management strategy
for urban runoff control from an end-of-pipe approach to a sustainable watershed
approach, where the entire watershed or storm drainage area is considered. The
watershed approach is considered a best management practice (BMP) and promotes
reduction and prevention of urban runoff pollution as guiding principles.
The City has submitted a number of grant applications for urban runoff pollution mitigation

projects since the passage of Propositions 12, 13 and 40. Proposition 12 and 13 grant
funds have been received for the Centinela Storm Drain Project. The Montana Avenue
storm drain treatment project is a BMP project that supports the principle of reducing and
preventing urban runoff pollution.
Discussion
The installation of the Montana Avenue dry-wet weather treatment system has been
funded under State Proposition 13 and will help protect the Santa Monica Bay watershed,
restore water quality, and maintain the beneficial uses of our State?s coastal waters,
estuaries and bays. The BMP treatment system includes a primary separation-screening
chamber to remove trash, debris, sand, and oil and grease, as well as other soluble
pollutants attached to the former. The filtered water then passes into a diversionary
structure that sends the dry weather low-flow runoff into the sanitary sewer for treatment at
the City of Los Angeles? Hyperion wastewater treatment facility. During small storm
events, this BMP system will filter low wet weather flows; larger storm events will by-pass
both treatment systems and flow to the Bay, as is the case at present.
Staff will continue to submit grant applications to obtain necessary funds to install
additional urban runoff mitigation projects in City storm drain outlets.
Budget/Financial Impact
The budget for this grant is included in this FY03/04 Proposed Budget. The State
reimbursement grant will cover almost all of the construction costs and requires a 15%
match of $144,300. City-provided in-kind design and engineering services, monitoring,

operation and maintenance costs, as well as $25,000 funds from the Stormwater System
Improvements CIP account, C34058803.589000 will satisfy that requirement.
Recommendation
Staff recommends that the City Council adopt the attached resolution authorizing the City
Manager to negotiate and execute a $962,000 grant contract with the State Water
Resources Control Board for installation of an urban runoff treatment system in the City?s
Montana Avenue storm drain.

Resolution of the City Council of the City of Santa Monica Authorizing the Entering into
a Contract, and any Amendments thereto, with the State of California and Designating
the City Manager to Sign the 2003 Grant Contract for the Montana Dry-Wet Weather
Runoff Diversion and Best Management Practice Project
WHEREAS, Santa Monica Bay is a treasured local, state and national resources
that was nominated and accepted by Congress for inclusion in the Clean Water Acts
?
National Estuary Program in 1988; and
WHEREAS, the City of Santa Monica has many drainage basins that drain urban
runoff into the Santa Monica Bay, carrying with this flow many pollutants of concern that
have negative impacts on our natural resources; and
WHEREAS, the State of California has allocated considerable funding for grants
(Proposition 13, March 2000) to local agencies for urban runoff pollution control from
designated sites for enhancement, restoration and protection of estuarine and coastal
resources, and wildlife habitat; and
WHEREAS, such grants provide badly needed funding to carry out activities,
such as best management practices in storm drain systems to reduce urban runoff
pollution, vital to protecting and restoring the health of Santa Monica Bay and its
natural resources.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Manager or his/her designee is hereby authorized to
negotiate and execute a grant contract and any amendments, and to certify grant
invoices on behalf of the City of Santa Monica, with the State of California?s State
Water Resources Control Board in the amount not to exceed $962,000 for the Montana
Dry-Wet Weather Runoff Diversion Project.
SECTION 2. The City Council of the City of Santa Monica hereby agrees and
further does authorize the aforementioned representative or his/her designee to sign
the contract and any amendments thereto.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
henceforth and thereafter the same shall be in full force and effect.
