SUBJECT: Award of Contract for the Animal Shelter Improvements Project to AWI
Builders
Introduction
This report recommends that the City Council award a contract to AWI Builders, the
best bidder, in the amount of $414,850 for the Animal Shelter Improvements project,
and approve $62,150 in contingency funds.
Background
The animal shelter was constructed in 1975 and is heavily used by citizens of Santa
Monica and surrounding communities as well as the City Police Department Mounted
Patrol Unit. Over the years, the number of animals sheltered has steadily increased.
The kennels have deteriorated beyond economic repair and are in need of replacement.
The metal wall cladding in kennels is peeling off resulting in sharp edges that can harm
animals and people. The deteriorated conditions are difficult to clean and create a
haven for bacteria and germs, resulting in health concerns and complaints from the
public. There are no public restrooms at the Animal Shelter. The site drainage contains
effluent that currently flows to the adjacent alley and Santa Monica Bay.

Discussion
During the FY 2000-2001 budget process, City Council approved funds for Animal
Shelter Improvements, and on November 15, 2000, City Council awarded a professional
services contract to STV Inc. to design the Animal Shelter Improvements. STV
completed the design, which includes new kennel enclosures, new ceiling, energy
efficient lighting, new unisex public restroom, and a new site drainage system, which is
directed to the sewer system. These improvements will improve the deteriorating
conditions and will be less costly to maintain.
This project has been designed to include "Sustainable" building features including
energy efficient lighting. Materials have been specified that contain high recycled
contents that have low or no Volatile Organic Compounds (VOC) and that contain no
toxic chemicals such as formaldehyde binders typically found in particle boards or
arsenic which typically is used as a wood preservatives.
Construction will be phased so that the Animal Shelter will remain open during
construction.
On September 27 and 28, 2002, a Notice Inviting Bids for the construction contract was
published in the California Section of The Los Angeles Times. Bid packages were
requested by eleven contractors. The City Clerk's office received five sealed bids that
were publicly opened and read aloud on October 21, 2002, by the Deputy City Clerk.

The lowest monetary bidder, D.L. Kaufman, submitted a letter requesting to withdraw
their bid due to a clerical error. The best bidder, AWI Builders, supplied the City with the
names of recent similar construction projects. AWI Builders has successfully completed
several recent projects including Loyola Marymount University Leavey Apartments,

ornamental ironwork for the 4 Street Housing project in Santa Monica and Taft Branch
Library, in Orange CA. AEI Builders provided five references. All five references
reported that the firm?s work was satisfactory or above satisfactory. The State
Contractors' License Board verified that the Contractor's license is current, active, and
in good standing.

Builders, the best bidder, in the amount of $414,850 and approve $62,150
in contingency funds for this contract; and
2. Authorize the City Engineer to issue any necessary change orders to
complete additional work within budget authority.
