SR-506-001-03-01 (6) F:/PCD/Share/2003CouncilReports/CBMxwalkcontract.doc City Council Meeting April 8, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Modification to Contract 7787 (CCS) with CBM Consulting, Inc. for the Pedestrian Improvement Project, Phase 2 INTRODUCTION This report recommends that the City Council authorize the City Manager to execute a modification to Professional Services Agreement 7787 (CCS) with CBM Consulting, Inc., for construction management services on the Phase 2 Crosswalk Improvements in the amount of $49,225. BACKGROUND The City Council approved a contract with CBM Consulting on September 12, 2000 to provide project management and survey services for the design and construction of pedestrian improvements on Wilshire Boulevard, Santa Monica Boulevard, Broadway and Ocean Park Boulevard in the amount of $331,770, including contingency. The Council approved an amendment to this contract on April 10, 2001 in the amount of $45,000 to include construction management services for additional crosswalk th improvements on 26 Street. DISCUSSION The project construction period is eleven weeks longer than anticipated because the original engineer?s estimate of the duration of the construction period underestimated the time to build to the project. Additional funding is required for construction management and inspection for the additional time. The construction manager provides on-site inspection services and oversight of the contractor?s work and billings. The department does not have in-house staff available to provide construction oversight at this level. Therefore staff recommends Council authorize a modification in the amount of $49,225. The total amount authorized for this contract will be $425,995. BUDGET/FINANCIAL IMPACT The increased contract amount would be funded by a combination of cost savings from other transportation projects and funds previously appropriated for pedestrian improvements. Funding Source Amount Downtown Circulation Plan $7,107.55 C01045797.589000 Downtown Circulation Plan $10,060.60 C01045798.589000 Crosswalk Improvements $32,056.85 C01045603.589000 TOTAL $49,225 In order to use the savings from the other transportation projects, the funds will need to be uncommitted and the budgets transferred to account #C01045600.58900. RECOMMENDATION Staff recommends that the City Council: 1. Authorize the City Manager to execute a modification to professional services agreement 7787 (CCS) with CBM Consulting, Inc., in the amount of $49,225. 2. Approve the budget changes described above.
