SR-500-006 EPWM:RB:RB F:EPWM/adm/staffrpts/ccy Council Meeting: March 11, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Authorize the City Manager to Modify the Professional Services Contract 127CD with ICF Consulting Services, L.L.C. to Provide Additional Environmental Services at the City Yard. INTRODUCTION This report recommends that the City Council authorize the City Manager to modify the professional services contract 127CD with ICF Consulting Services (ICF) in an amount not to exceed $200,000, plus $30,000 in contingency to provide additional environmental services at the City Yard. BACKGROUND On September 12, 2000, City Council awarded a contract to ICF for environmental services following a competitive selection process. The City maintains various facilities at the Maintenance Yard on Michigan Avenue. As a part of its ongoing operations, the City undertakes environmental assessment investigation and monitoring of this site. The requested authorization would fund the next stage of assessment. 1 DISCUSSION The proposed contract modification with ICF to address this scope of services represents a continuation of an existing contractual relationship with ICF, which has provided services for the initial phases of the assessment. This work is highly specialized and technical that requires the services of an experienced and qualified environmental engineering firm. The extension of this contract with ICF is recommended due to their qualifications, knowledge of the subject sites, and technical expertise. It is proposed that the contract term end September 30, 2003. By that time staff will have competitively selected a consultant for any additional services as may be required to meet City goals. BUDGET/FINANCIAL IMPACT Funds for the proposed contract modification are available in CIP account C25002003.589000.
