SR-502-002-04 (6) EPWM: CC: AA: BZ: DP; F:\DATA\SPFILES\SP-MISC\cc Reports\OceanParkCO.DOC City Council Meeting: March 11, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Receive and File Ocean Park Water Main Change Order to Contract 7963 (CCS) with Excel Paving Introduction This report recommends that the City Council receive and file information regarding the execution of an emergency change order in the amount of $295,000 to contract 7963 with Excel Paving Company for pavement repair related to the Ocean Park water main repair project. Background On Saturday evening, December 28, 2002, a twelve-inch water main broke unexpectedly in Ocean Park Boulevard causing severe damage to the street and underground utilities. th Sections of the street pavement failed between 11 Street and Euclid resulting in the closure of Ocean Park Boulevard, affecting approximately 400 residents and forcing the rerouting of over 18,500 vehicles that use that portion of Ocean Park Boulevard each day. The severe damage and major impacts resulted in the City executing emergency contracts to repair the resulting damage. Immediately following the incident, City crews removed piles of sandy material, which was 1 th washed downstream and into 11 street and adjacent parkways. The water crew installed temporary water services above ground to all adjacent residents within twelve hours. In addition, the City made arrangements for trash receptacles to be picked up from the front of the residences, and issued temporary parking passes in order to allow residents that loss their parking access to legally park at other locations. The post office was contracted to ensure that mail service would not be disrupted. Within 24 hrs following the incident, the utility companies began restoration work of their utilities, and all of their work has been completed. The Water and Wastewater Division and the Engineering Division completed the replacement of the damaged water line and of an existing undamaged sewer line, which was schedule to be replaced. Discussion To expedite restoration of this major thoroughfare, the City Engineer issued a change order to Excel Paving, then under contract with the City for the annual street-resurfacing project, to restore of the street pavement in the area of the water main break. Santa Monica Municipal Code Section 2.24.120, ?Emergency purchases,? authorizes the City Manager to negotiate and execute contracts during emergencies. This section further requires that the City Manager report to Council at a regularly scheduled meeting the actions taken during an emergency. Therefore, staff recommends that Council receive and file information related to the repair of Ocean Park Boulevard related to the water main 2 break. Recommendation Staff recommends that the City Council receive and file this report.
