SUBJECT: Approval of Contract Fee Increase for Abode Realty, Inc. for Property
Management Services at Mountain View Mobile Home Park
Introduction
This report recommends an increase in the annual contract amount for property
management services at the City owned Mountain View Mobile Home Park by Abode
Realty, Inc. from $49,500 to $52,000.
Background
In October 2001 a request for proposal (RFP) to provide property management services at
the City owned Mountain View Mobile Home Park was sent to six firms with property
management expertise. After review of the proposals submitted, it was determined that
Abode Realty, Inc. was the best qualified firm. The City subsequently entered into a
professional services contract with Abode on October 22, 2001 for an amount not to
exceed $49,500 per year, renewable annually. Since October 22, 2002, the existing
contract has remained in effect on a month-to-month basis.
Discussion
Under the direction of Abode, a variety of improvements and operational modifications
have successfully been implemented at Mountain View. However, due to the complexities
of mobile home park operations, legal requirements, resident relation issues, and capital
planning concerns, Abode?s responsibilities have expanded beyond the scope of work that
was originally contemplated. Since Abode was selected though a competitive process,
and has consistently demonstrated its ability to perform, staff recommends that the
contract be increased, rather than a new RFP being issued.
Budget/Financial Impact
Budget authority to fund the subject contract is in the Housing Division account number
01264.533220.
Recommendations
It is recommended that the City Council approve an increase in the Abode Realty, Inc.
annual contract fee from $49,500 to $52,000.
