SUBJECT:Increase of the Contingency Amount of Contract 7828 (CCS) with J.A.
Jones Construction for the Public Safety Facility Project
Introduction
This report recommends that the City Council authorize an increase in the contingency
amount for the J.A. Jones Construction contract 7828 (CCS) in the amount of
$2,300,000 for the Public Safety Facility project.
Background
On October 24, 2000, City Council approved the award of the Santa Monica Public
Safety Facility building and site work construction contract to J.A. Jones Construction in
the amount of $44.6 million with a $2.2 million contingency. This construction is almost
complete and the Public Safety Facility is expected to open in April 2003.
Discussion
At its February 26, 2002 meeting, Council authorized an increase of $3,020,128 to the
project from proceeds of the 2002 Public Safety Facility lease revenue bond for
anticipated changes to the project?s scope of work but did not dedicate the funds to a
specific project-related contract at that time. Several substantial additions to the original
scope of work have been realized. Change orders to the J.A. Jones Construction

contract consequently have been required, depleting the original contract contingency
for J.A. Jones Construction. These additions are as follows:
1. Relocation of chillers to the north side of the building to preserve the urban
design features of Olympic Drive, necessitated by amendments to the Civic
Center Master Plan.
2. Upgrade of information technology system. The existing main point of entry
(MPOE) for information systems is in the existing Police building. In anticipation
of the future demolition of that building, staff determined that it was more cost
effective to move the MPOE at this time.
3. Upgrade of traffic signalization at Fourth Street.
4. Consolidation of emergency generator for City Hall and Public Safety Facility.
The original documents specified three 800-kilowatt generators to serve the
Public Safety Facility in case of loss of power. The City determined that it would
be more cost effective to consolidate all the generators at the same time.
Following implementation of these improvements, there will be enough generator
power to serve the existing City Hall buildings and the new Public Safety Facility.
5. Communication cabling contract. Originally, the cabling contract was not part of
the J.A. Jones contract. Assigning the contract to J.A. Jones allows the City to
have one point of contact and will minimize potential scheduling conflicts.
Staff recommends that Council increase the J.A. Jones contract contingency by
$2,300,000 to properly account for these increases to the scope of work and to
replenish the contingency for potential future needs.

Budget/Financial Impact
As a result of action taken by Council in February 2002, funds in the amount of
$2,300,000 are available in account C01005801.589000, ?Police/Fire Emergency
Operations Center.?
Recommendation
Staff recommends that the City Council:
1. Authorize an increase the J.A. Jones construction contract contingency by
$2,300,000;
2. Authorize the City Engineer to issue any necessary change orders to
complete additional work within budget authority.
