City Council Meeting: February 25, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Acceptance of $90,000 grant award from the California Office of Traffic Safety in Support of a Community Resource, Education and Traffic Enforcement Safety Program and Approval of Related Grant Agreement INTRODUCTION This report recommends that the City Council accept a $90,000 grant award from the California Office of Traffic Safety (OTS) and authorize the City Manager to execute the related agreement with OTS. The OTS grant will fund a comprehensive multi-year traffic safety program, entitled ?C.R.E.A.T.E.? (Community Resource, Education And Traffic Enforcement ? Safety Program). BACKGROUND The C.R.E.A.T.E. Safety Programis a wide-ranging community service and traffic enforcement program. The program?s goals are to reduce the number of alcohol-related collisions, reduce the number of pedestrians and bicyclists killed or injured in traffic collisions and to increase compliance with bicycle safety laws, seat belt laws, and child safety seat laws. OTS obtained the $90,000 of grant funding from the National Highway Traffic Safety Administration (NHTSA) and is passing through the federal funds to the City of Santa Monica. No City matching funds are required to obtain this funding. OTS will disburse 1 grant funds for eligible program expenses subsequent to receipt of periodic reimbursement requests from the City. DISCUSSION Acceptance of the OTS grant funding will allow purchase of equipment and educational materials needed by the Police Department to enhance enforcement of laws pertaining to driving under the influence, driver?s license compliance, and pedestrian and bicyclist safety. The funds will also be used for traffic safety education efforts including community outreach activities such as bicycle rodeos, child safety seat inspections, and community group presentations on driving under the influence. Special emphasis will be placed on meeting the traffic safety information needs of senior citizens. BUDGET/FINANCIAL IMPACT The following FY 2002-2003 budget changes will be needed to record receipt of the OTS grant funding and to make it available for program use: 1. Establish a budget of $90,000 in revenue account number 01304.406720. 2. Accept the California Office of Traffic Safety grant in the amount of $90,000 and authorize the City Manager to execute a grant agreement with OTS for the purpose of receiving grant funds and implementing the C.R.E.A.T.E.
