SUBJECT: Appropriation of $29,577.37 of California Law Enforcement Equipment
Program (CLEEP) Grant Funding for Specified Purposes
Introduction
This report recommends that the City Council appropriate and approve uses for the
City?s 2002 allocation of $29,577.37 under the California Law Enforcement Equipment
Program (CLEEP).
Background
The CLEEP program was established by the State legislature in 2000 to help local
jurisdictions finance the acquisition of high technology equipment and systems for law
enforcement use. In prior years, the City of Santa Monica?s allocations were used for
technology projects that have improved the effectiveness and efficiency of Police
Department operations. State funding has been reduced each subsequent year. In
2002, Santa Monica?s allocation is $29,577.37.
Discussion
The State of California Department of Justice oversees the Cal Photo network of
computer systems that provide booking photos from Los Angeles County and six other

counties throughout the State. The network also provides photographs and fingerprints
of all subjects processed through the California Department of Motor Vehicles.
Recently, the County of Los Angeles became a portal for local law enforcement
agencies to the Cal Photo network of computers. Cal Photo enables officers to verify a
subject's identity in the field by comparing it with his or her DMV photograph.
With some enhancements to technology already in use by the Santa Monica Police
Department, this valuable information can be made available to field units over the
existing mobile data system. Each mobile device requires new software to allow the
system to interact with current software, a wireless card with external antenna, and
monthly airtime service. The estimated installed cost per field unit, including airtime
service, is $1,950. The 2002 CLEEP funds will cover all costs for 15 installed devices.
At the present time, the Police Department is testing and evaluating three in-production
devices obtained through a variety of sources. Testing will be concluded by end of
Fiscal Year 2002-03. The CLEEP-funded devices will be procured and installed early
next year.

Revenue Account #20304.406641.

new CIP expenditure account C20095903.589000.
Recommendation
Staff recommends that Council appropriate the 2002 California Law Enforcement
Equipment Program (CLEEP) allocation of $29,577.37 and designate fund use for
purchase of Cal Photo system licenses and equipment.
