Subject:Appointment of East-West Commercial Corridors Parking
Task Force Members
INTRODUCTION
This report recommends that the City Council appoint three members to serve on the
East-West Commercial Corridors Parking Task Force.
BACKGROUND
On May 8, 2001, the City Council requested that staff develop an approach to
identifying and evaluating parking solutions for the Wilshire, Santa Monica and Pico
Boulevard commercial corridors. The establishment of preferential parking districts in
residential areas adjacent to east-west commercial corridors has generated concern
about the availability of parking to serve older commercial uses along these corridors.
In response, staff outlined a process involving the creation of a task force to commence
work after completion of the Downtown Parking Task Force process.
On October 22, 2002 City Council approved the establishment of a five-member East-
West Commercial Corridors Parking Task Force consisting of three City Council
members and two Planning Commissioners. The previous month, on the September
24, 2002, City Council approved the east-west commercial corridors parking study

consultant contract. The consultant will facilitate the task force process. The team is
currently collecting parking utilization data for Wilshire and Santa Monica Boulevards.
The analysis will be available for task force discussion.
DISCUSSION
The task force will identify issues, evaluate options and make recommendations
concerning potential parking solutions to serve east-west commercial corridor needs.
The process will be designed to encourage broad-based community participation and
will include publicly noticed meetings. Staff recommends that the appointments be
made at this time, as the first meeting is anticipated to be held in late February or early
March, 2003 and it is estimated that the work of the task force will take approximately
one year.
BUDGET/FISCAL IMPACT
There are no budget impacts associated with appointing the task force members.
RECOMMENDATION
Staff recommends that the City Council appoint three members to the East-West
Commercial Corridors Parking Task Force.
