SR-417-007 (35) EPWM: CC: AA: JS:F:\DATA\SPFILES\SP1832 \CONSTRUCTION\cc1832contingency.DOC City Council Meeting: January 14, 2003 Santa Monica, California TO: Mayor and City Council Chairperson and Redevelopment Agency FROM: City and Redevelopment Agency Staff SUBJECT:Approve an increase of $300,000 for Contract 8079 (CCS) with Sea Pac Engineering, Inc.; and approve an increase of $175,000 for Contract 8080 (CCS) with Black & Veatch for seismic retrofit of Parking Structure 8 Introduction This report recommends that the City Council and Redevelopment Agency approve an increase not to exceed $300,000 for seismic retrofit construction at Parking Structure 8 to cover the anticipated additional cost of replacing two exterior stairway towers on the south side adjacent to Colorado Avenue, in order to satisfy Americans with Disabilities Act (ADA) and Building Code requirements and improve public safety. It also recommends that the City Council and Redevelopment Agency approve an increase not to exceed $175,000 for seismic retrofit construction management at Parking Structure 8. Redevelopment funds will be used to finance these changes. Background On March 5, 2002, the City Council awarded a construction contract for seismic retrofit of Parking Structure 8 to the best bidder, Sea-Pac Engineering, Inc., in the amount of $3,903,230, plus $585,500 in contingency and a construction management services contract to Black & Veatch Corporation, in the amount of $418,128 plus $62,720 in 1 contingency. Construction of seismic retrofit improvements began in April 2002. Retrofit construction work was halted during the holiday period from November 1, 2002, through January 13, 2003, in order to not impact merchants in Santa Monica Place and elsewhere downtown. Work is now resuming, with an expected completion date of March 20, 2003. During the course of construction, a number of unforeseen subsurface conditions were discovered which delayed the completion of the project and will use up most of the original contingency amount. These included: Discovery of an abandoned underground storage tank in an area where additional ? footings were to be reconstructed Parking structure subsurface construction features which were different from those ? shown on record drawings Discovery of an unmarked buried fire protection line serving Santa Monica Place, ? as well as a number of other lesser-cost increases. Additionally, it has been found that the external stairway towers on the south side of the Deleted: order parking structure adjacent to Colorado Avenue need to be replaced to satisfy current ADA and Building Code requirements and improve public safety. The depth, width, and configuration of the existing stairs are inconsistent with current ADA standards. Additionally, the existing handrails need to be replaced to satisfy current ADA or Building Code standards with regard to continuity, height and size of openings. 2 Discussion While replacement of external stairway towers is not a seismic retrofit issue, staff recommends that the replacement work be carried out as a part of the seismic retrofit project in order to expedite the work, minimize mobilization costs, and avoid further disruption and inconvenience to parking structure users, motorists, pedestrians and downtown shoppers and merchants. Approve an increase for Contract 8079 (CCS) with Sea Pac Engineering, Inc. in the amount not to exceed $300,000; 2. Approve an increase for Contract 8080 (CCS) with Black & Veatch Corporation in the amount not to exceed $175,000; and 3. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
