SUBJECT: Award of Contract for the Temporary Library Tenant Improvement Project
to ETZ Construction
Introduction
This report recommends that the City Council award a contract to ETZ Construction,
Inc., the best bidder, in the amount of $504,576, including selected alternates, for the
Temporary Library Tenant Improvement project, and approve $75,500 in contingency
funds.
Background
th
The City has executed a lease agreement at 1324 5 Street for a temporary library
facility. The building is approximately 25,000 square feet and would provide about one-
third of the current library collection and services to the public. This project is for tenant
improvements to this building, to ensure availability of a functional and accessible
facility.
Discussion
th
On July 23, 2002 City Council awarded a contract to lease space at 1324 5 Street to
provide space for a temporary library facility. The leased building has existing
improvements that require modifications before it could meet the needs of the library
staff and patrons. The City hired the Neiman Group to design the improvements. The

architect designed new partitions, book stack locations, administrative spaces, public
check out counters and incorporated ADA upgrades throughout the building.
On October 3 and 5, 2002, a Notice Inviting Bids for the construction contract was
published in the California Section of The Los Angeles Times. Bid packages were
requested by twenty contractors. The City Clerk's office received six sealed bids that
were publicly opened and read aloud on October 24, 2002, by the Deputy City Clerk.

The City has elected to include bid alternates as a part of this contract. Those alternates
include installation of a smoke guard at the building?s basement level, structural
upgrades to accommodate the weight of books stacks, and provision of a gypsum

ceiling in a 3 floor corridor. These alternates will add $56,700 to the base contract
Price.

The best bidder, ETZ Construction, Inc., supplied the City with the names of recent
similar construction projects. ETZ Construction, Inc. has successfully completed
several similar projects including upgrades and tenant improvement work for the CRA at
8131 Vermont, new warehouse and office construction for the City of Los Angeles at
3330 Exposition Boulevard and new structures for the County of Los Angeles at 13935
Almetz St. ETZ Construction, Inc. provided six references. All references contacted
reported that the firm?s work was satisfactory or above satisfactory. The State
Contractors' License Board verified that the Contractor's license is current, active, and
in good standing.

Staff recommends that the City Council:
1. Award a contract for the Temporary Library Tenant Improvements project
to ETZ Construction, Inc., the best bidder, in the amount of $504,576 and
approve $75,500 in contingency funds for this contract; and
2. Authorize the City Engineer to issue any necessary change orders to
complete additional work within budget authority.
