SUBJECT: Amendment to Agreements with PSSI, Inc. and Motorola, Inc. for
Purchase of Response Mobile Software for Police and Fire Departments.
Introduction
This report recommends the City Council authorize the City Manager to amend existing
software license and maintenance agreements with PSSI, Inc. #8052 and Motorola, Inc.
#7862 for purchase and maintenance of PSSI?s Response Mobile Software for Police
and Fire Departments.
Background
In December, 2000, the City entered into an agreement with Motorola, Inc. to purchase
Premier Mobile Data Computer software. At that time, Premier Mobile Data Computer
software was the only viable product available to provide Police field-based report
writing and local/state database interfaces (such as DMV) compatible with the City?s
existing PSSI Computer-Aided Dispatch (CAD) system. Using state grant funds,
Premier MDC was purchased for $417,290.
After more than a year of testing and development, Premier MDC proved incapable of
delivering all promised functionality, a condition acknowledged by Motorola. PSSI, the
City?s current CAD software provider, now offers a similar product with all functionality
that meets the requirements of both the Police and Fire Departments.
Discussion
As per their acknowledgement that Premier MDC was deemed non-acceptable by the
City, Motorola has agreed to purchase PSSI?s Response Mobile software product for
the City as a replacement product. Prior to the Motorola purchase of PSSI?s Response
Mobile product for the City, current agreements with both vendors must be amended to
reflect the purchase of the replacement product at no additional cost to the City.

There are no budget or financial impacts associated with this recommendation.
Recommendation
Staff recommends that the City Council authorize the City Manager to amend
agreements with PSSI, Inc. and Motorola, Inc. for Purchase of Response Mobile
Software for Police and Fire Departments.
