SR-417-007 (34) EPWM: CC: AA: JS:F:\DATA\SPFILES\SP1933\cc1933.doc City Council Meeting: November 12,2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Authorize Modification to Agreement No. 7861 CCS with Black & Veatch Corporation for Design of Seismic Retrofit Improvements to Parking Structure 5 Introduction nd This report recommends that the City Council authorize a 2 Modification to Agreement No.7861 CCS with Black & Veatch Corporation for design of seismic retrofit improvements to Parking Structure 5, in an amount not to exceed $506,312 and approve an increase in contingency funds in the amount of $75,000. Background All of the City?s downtown parking structures experienced some degree of damage in the 1994 Northridge earthquake. While earthquake damage has been repaired on all parking structures, the seismic retrofit program still needs to be completed. The City has a commitment from the Federal Emergency Management Agency (FEMA) to fund a portion of the costs of seismic upgrade of Parking Structure 5, provided the work is carried out in a timely manner. Recent cost estimates for seismic retrofit of parking structures has shown that actual costs will substantially exceed the funding available from FEMA. Parking Structure 5, located on the west side of Fourth Street between Broadway and 1 Santa Monica Blvd., was constructed in 1969-70 and expanded in 1988-89. It is nine levels above ground and has a capacity of 657 parking spaces. Discussion In June 1999, the City requested proposals from qualified engineering consulting firms to provide study and design services relating to seismic upgrading of downtown parking structures and other essential facilities. In July 1999, proposals were received from four firms to provide these services. Following a review of all proposals and firm qualifications by Civil Engineering & Architecture Division staff, Black & Veatch Corporation was selected for seismic retrofit design for all downtown parking structures owned by the City and by the Redevelopment Agency. On February 7, 2001, following Council authorization, the City entered into Contract No. 7861 CCS with Black & Veatch Corporation for design of seismic retrofit improvements to Parking Structures 7 and 8, which are owned by the Redevelopment Agency and leased to the City. Design of seismic retrofit improvements to Parking Structure 8, at the corner of Second St. and Colorado, has been completed, and construction is currently underway, with an expected completion date of March, 2003. Design of seismic retrofit improvements to Parking Structure 7, at the corner of Fourth St. and Broadway, has been completed and construction is expected to begin in March, 2003, with an expected completion date of November, 2003. Black & Veatch has provided excellent service to the City and Redevelopment Agency on these projects, and the City now desires to modify their design 2 contract to include the next phase of work for Parking Structure 5. Accordingly, the City requested and received a cost proposal for design of seismic retrofit improvements to Parking Structure 5 from Black & Veatch Corporation on October 1, 2002, in the amount not to exceed $506,312. With this modification, the total amount of Agreement 7861 (CCS) will be 1,564,387. Scheduling Considerations It is not possible to determine a precise schedule for seismic retrofit of Parking Structure 5 until preliminary design studies have been completed by Black & Veatch. If design studies show that seismic retrofit work can be carried out without significantly reducing the number of parking spaces during construction, then work may be scheduled to begin in January 2004, shortly after completion of seismic retrofit construction on parking structure 7. In that case, work will be completed by November 2004. However, if design studies show that seismic retrofit work will significantly reduce available parking during construction, then work will be scheduled for the period January, 2005, to November, 2005, by which time the main library and civic center parking structures will be completed and operational. Although FEMA has established an earlier completion date for this work, the City has requested a time extension until December 2005, and staff is optimistic that this time extension will be granted by FEMA. Community Impacts Throughout the project design phase, City staff will work closely with the Bayside District 3 Corporation, other City departments, and other entities as necessary to ensure that seismic retrofit work will be minimally disruptive to downtown merchants, residents, pedestrians and motorists. The project plans and specifications will include the following mitigation measures: ? If possible, depending upon early design studies, no more than 100 parking spaces may be closed at any time. ? No more than one stairway may be closed at any time. ? All work on the Fourth Street vehicular entrances/exits will be undertaken between the hours of 10:00 PM and 8:00 AM, and traffic will be allowed to enter and exit the parking structure at other times. rd ? If possible, temporary additional ingress and egress will be provided from 3 Court ? At least one exit lane will remain open at all times. ? Ample signage will be provided within the parking structure and on adjacent streets to facilitate the smooth flow of pedestrians and vehicular traffic in and around the parking structure. ? Parking structure work will not take place during the Thanksgiving/Christmas shopping season. Additionally, the City will use a public outreach consultant to keep merchants, residents, shoppers and others fully advised of construction status, and to man a 24 hour/day hotline for public inquiries and complaints. Budget/Financial Impact 4 FUNDS REQUIRED: Contract Modification $ 506,312 Contingency $ 75,000 Total Required $ 581,312 Funds are available in the following accounts: E13105000 (FEMA Funds) $ 581,312 Recommendation Staff recommends that the City Council: 1. Authorize a modification to Contract 7861 CCS with Black & Veatch Corporation for design of seismic retrofit improvements to Parking Structure 5 in an amount not to exceed $506,312 and approve $75,000 in contingency funds for this contract modification. 2. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
