SUBJECT:Contract Modification with Twinings Laboratories of Southern California,
Inc. for Material Testing and Inspection Services for the Construction of
the Santa Monica Public Safety Facility
Introduction
This report recommends that the City Council authorize the City Manager to negotiate
and execute a second modification to professional services contract 7969 (CCS) with
Twinings Laboratories of Southern California, Inc., in an amount not to exceed $40,000
for additional material testing and inspection services during construction of the Santa
Monica Public Safety Facility.
Discussion
On June 26, 2001, City Council authorized the City Manager to negotiate and execute
contract 7969 (CCS) with Twining Laboratories, Inc, to provide deputy inspection and
testing for the Public Safety Facility project in the amount of $215,875 including
contingencies. Deputy inspection services include material inspection and testing in
order to provide an independent review of the construction means and help ensure that
potential problems with construction materials or installations are immediately identified
and corrected. The services include inspection and testing of concrete, steel and
masonry materials and methods used in the construction of the project as required by

State laws for construction of essential facilities. This estimated amount was based on a
review of the construction documents at the commencement of building construction.
However, during construction, in order to meet certain code requirements for an
essential facility, and as part of construction coordination, the design-builder has had to
make significant changes to the structural elements in the building, which has resulted
in additional deputy inspection and testing requirements. Therefore, an additional
amount of $40,000 is necessary for Twining Laboratories, Inc., in order to meet the
deputy inspection and testing requirements established by building codes. These
changes will increase the costs for material testing and inspection services to $255,875.
Budget/Financial Impact
Funds in the amount of $40,000 are available in account C01005801.589000, ?Police/
Fire/ Emergency Ops Facility.?
Recommendation
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute the second modification to
professional services contract 7969 (CCS) with Twinings Laboratories of
Southern California, Inc., in an amount not to exceed $40,000 for additional
material testing and inspection services for the construction of the Santa Monica
Public Safety Facility; and
2. Authorize the City Engineer to issue any necessary change orders to complete
additional work within budget authority.
