SR-904-001-01 (4) Council Meeting: October 8, 2002 Santa Monica, California To: Mayor and City Council From: City Staff Subject:Professional Services Contract with Historic Resources Group for an Historic Structures Report for City Hall. INTRODUCTION This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract with Historic Resources Group for an amount not to exceed $69,900, including contingency, for an Historic Structures Report for City Hall. BACKGROUND Staff is evaluating the renovation and seismic upgrade of City Hall and requires detailed information on the building?s history, condition and treatment recommendations. Last year, staff applied for $70,000 in planning grant funds from the Getty Foundation?s ?Preserve L.A.? program for an historic analysis of City Hall. On April 23, 2002, Council accepted the grant funds. In August, a Request for Proposals (RFP) was sent to four consultant firms and two responded. A committee composed of representatives from the Planning and Community Development Department, Environmental and Public Works Department 1 and City Manager?s Office reviewed the proposals. The committee recommends Historic Resources Group based on its detailed and comprehensive approach to the project; experience conducting historic structures reports and other evaluations of similar scope and character, including projects for the Getty Grant Program; and experience of key personnel involved in the project. BUDGET/FISCAL IMPACT Funds for this study are available in account #C20016202. RECOMMENDATIONS Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract with Historic Resources Group in an amount not to exceed $69,900, including contingency, for an Historic Structures Report for City Hall.
