SR-604-001 (14) f:/person:misc\council\council042302aqua Council Meeting: April 23, 2002 Santa Monica, California TO: Mayor and City Council FROM : City Staff SUBJECT: Recommendation to Adopt Resolution Establishing New Classifications and Salary Rates for Positions in the City of Santa Monica Aquatics Program Introduction This report requests adoption of the attached salary resolution establishing the new classification and salary of Community Services Coordinator V ? Aquatics Site Coordinator and establishing a new salary rate for Chief Pool Lifeguard. These positions are in the Aquatics Program of the Human Services Division and are needed to appropriately staff the expanded Aquatics program. Background The Human Resources Department is conducting a phased study of staff positions in the Community and Cultural Services Department. The first phase of the study has been completed. Upon review, Human Resources found that staff resources in the City?s expanded Aquatics Program needed to be reallocated due to the opening of the new Municipal Pool. 1 Discussion Construction of the pool is expected to be completed in one to two months, with an anticipated opening in mid- to late summer. Position enhancements to the Aquatics program were previously approved by City Council in June of 2001. In the course of reviewing aquatic program positions it was determined that to implement expanded programming, provide appropriate oversight and ensure public safety, staffing modifications would be required. Adoption of a salary resolution and approval of new classifications in the Aquatics Program this fiscal year will ensure that these critical positions are filled on a timely basis. Having key positions in place will expedite recruitment and training of staff by July 1, 2002, in time for a phased-in summer program at the new pool. The outcome of the initial phase of the Classification and Compensation Study includes the following recommendations: ? Permanent Pool Lifeguard positions will become Chief Pool Lifeguard positions. This reclassification is based on the need for permanent Pool Lifeguards to have more responsibility for the oversight and training of the as-needed lifeguards on a regular basis. This would allow the new Community Services Specialist V to focus on the administration as well as the supervision of the day-to-day operations of the new pool. There is no change in the number of positions that were originally approved. ? Creation of a new classification of Community Services Specialist V - Aquatics Site Coordinator to provide critical, direct, on-site supervision of staff and activities at all times during pool hours. This recommendation is being made in recognition of the increased hours of operation and services the new pool will require. The Salary Resolution in Attachment I outlines the salaries associated with the recommended changes in classifications. 2 Budget/Financial Impact The recommended modifications result in a total ongoing expenditure increase of $13,977 annually over the previously approved 2001-2002 Aquatics Enhancement Budget. This additional amount will be reflected in the FY 2002-03 City Budget. Although hiring for these positions will take place prior to July 1, 2002 the Human Services Division has sufficient appropriations in FY 2001-02 to cover the current year, at account number 01262.511000. Recommendation It is recommended that the City Council approve the Salary Resolution and the modified classifications related to the City?s Aquatics Program. (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING NEW CLASSIFICATIONS AND ADOPTING SALARY RATES FOR CHIEF POOL LIFEGUARD, COMMUNITY SERVICES SPECIALIST V ? AQUATICS SITE COORDINATOR THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The following monthly salary levels are hereby established, effective April 24, 2002, for the indicated permanent classifications: CHIEF POOL LIFEGUARD $2,692/Month Step 5 ($2,880/Month with PERS) COMMUNITY SERVICES SPECIALIST V ? $3,506/Month Step 5 AQUATICS SITE COORDINATOR ($3,751/Month with PERS) SECTION 2.
