SR-904-002 (3) EPWM: CC: AA: LF: SA: F:\DATA\SPFILES\Sp1861\cc1861.doc City Council Meeting: April 23, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award Contract for Replacement of City Hall Windows Introduction This report recommends that the City Council award a contract to Matrix Industries, Inc., the best bidder, in the amount of $186,000 for the City Hall Window Replacement project, and approve $18,600 in contingency funds for this contract. Background The windows at City Hall have rusted over time, are beyond economic repair, do not function properly, and are not energy efficient. During the FY 00-01 budget, City Council approved funding to replace the windows. It was verified that renovating the historic steel frame windows was cost prohibitive and that replacing the historic steel frame windows with new matching steel frame windows was the best option. The proposed project and was submitted for Landmarks Review and was approved by the Landmarks Commission on March 11, 2002. Discussion This project consists of replacing thirty-four windows on the west façade and the southwest and northwest corners at City Hall. The new windows will consists of a steel 1 frame to match the original steel frame windows and will include energy efficient glazing which is expected to improve energy efficiency by 50%. On February 14 and 16, 2002, a Notice Inviting Bids for the construction contract was published in the ?California Section? of The Los Angeles Times. Bid packages were requested by four contractors. The City Clerk's office received three sealed bids that were publicly opened and read aloud on March 4, 2002 by the Deputy City Clerk. The results were: Matrix Industries, Inc. $186,000 TLD Construction, Inc. $198,700 Alfa 26 Construction $199,250 City Engineer's Estimate: $150,000 - $175,000 The best bidder, Matrix Industries, Inc. supplied the City with the names of recent similar projects. The projects involved window replacement and lead paint abatement similar to the City Hall Window Replacement project. The references submitted included the State of Arizona and SBC DataComm Corporation. All contacts reported that the firm?s work was satisfactory. The State Contractors' License Board verified that the Contractor's license is current, active, and in good standing. 2 Budget/Financial Impact FUNDS REQUIRED Construction $186,000 Contingency $ 18,600 Total $204,600 Funds in the amount of $204,600 are available in account C01016301.589000, ?Replace Windows At City Hall.? Recommendation Deleted: ¶ ¶ Staff recommends that the City Council: 1. Award a contract for the City Hall Window Replacement project to Matrix Industries, Inc., the best bidder, in the amount of $186,000 and approve $18,600 in contingency funds for this contract. 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders and within budget authority.
