SR-904-001-02 (11) Council Meeting: April 23, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Acceptance of $70,000 Planning Grant from the Getty Foundation for the City Hall Renovation Project Introduction This report recommends that the City Council authorize the City Manager to accept $70,000 in planning grant funds from the Getty Foundation?s ?Preserve L.A.? program for historical survey work associated with the City Hall renovation project and negotiate and execute agreements necessary for the receipt of the grant funds. Background ?Preserve L.A.? is a three-year initiative sponsored by the Getty Foundation to preserve a wide variety of buildings and sites of architectural, historical and cultural significance in the Los Angeles region. The Foundation awards planning grants for research, documentation and analysis to identify preservation needs. The Santa Monica City Hall is a local historic landmark built in 1938 as a federal Public Works Act project and is considered an excellent example of Moderne architecture in the public sector. Staff is evaluating its renovation, seismic upgrade, and expansion in concert with a new City Services Building, a structure recommended in the proposed Civic Center Specific Plan. Discussion The City of Santa Monica has been awarded a planning grant of $70,000 to prepare an Historic Structures Report that will provide detailed information on City Hall?s history, condition and treatment recommendations for renovation. This information will be used to assist in schematic design as the renovation project moves forward. The study will be completed within one year of the grant award. Budget/Financial Impact Staff recommends the establishment of a revenue budget in the amount of $70,000 at account #20202.406690 and an appropriation of $70,000 to account #C20016202. Recommendation This report recommends that the City Council authorize the City Manager to accept $70,000 in planning grant funds from the Getty Foundation?s ?Preserve L.A.? program for historical survey work associated with the City Hall renovation project, negotiate and execute agreements necessary for receipt of the grant funds and take budget actions presented above.
