SR-506-006-04-03 EPWM: CP: AA: SL: DB F:\DATA\SPFILES\SP1466\cc1466outreach.doc Council Meeting: February 26, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Professional Services Contract for Public Outreach Services on the California Incline Replacement and Pier Bridge Widening Projects Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services contract with Harris and Company in an amount not to exceed $150,000 for public outreach services on the California Incline replacement and Pier Bridge widening projects and approve $20,000 in contingency for this contract. Background The California Incline Bridge, located between Ocean Avenue and Pacific Coast Highway, must be replaced to meet current seismic standards. The Pier Bridge, located at the west end of Colorado Avenue between Ocean Avenue and the Santa Monica Municipal Pier will be widened to accommodate the high volume of pedestrian and bicycle traffic and will also be seismically upgraded. The City has received a total of $6,536,527 in grants from the Federal Highway Bridge Replacement and Rehabilitation Program (HBRR) for these projects. On July 24, 1997 the City entered into a design contract with Wallace, Roberts & Todd (WRT) to perform design of the California Incline replacement and Pier Bridge widening 1 projects. The WRT contract also included design of the Gateway, Palisades Park, and South Beach improvement projects, collectively known as the Beach Improvement Group. Currently the project is beginning the Environmental Impact Report/Environmental Assessment process. This project will greatly improve the flow of traffic and enhance safety of the public. Maintaining the full use and historic character of the California Incline and Pier Bridge will be one of the requirements for the project. Discussion The California Incline Bridge Replacement and Pier Bridge widening projects will cause disruption during the construction process. Public outreach will be critical throughout the course of the project to assist in mitigating the impacts of the projects. Deleted: Discussion On November 8, 2001, staff issued a Request for Proposal (RFP) for public outreach services on the California Incline replacement and Pier Bridge widening projects. Proposals were received from four firms: Consensus Planning Group, Harris & Company, The Solis Group, Hard Hat/Padilla & Associates. A selection committee of representatives from Environmental and Public Works Management and Planning Departments interviewed all four firms. Based on the relevant rating factors, the committee determined that Harris and Company was the most Deleted: ¶ ¶ qualified. Harris and Company has had extensive experience with the City and has effectively worked with neighborhood groups and the public at large on the Cone Zone ? Sewer Repair projects and the Transit Mall project. In addition Harris and Company project manager had successfully completed projects for the City of Los Angeles including: Hyperion Full Secondary Facilities Program; The North Outfall replacement 2 sewer; the Thompson Pumping Plant rehabilitation; and the Overland Street widening project. The firm received the Board of Public Works Meritorious Award from the City of Los Angeles in 1991,1998, and 1999. Recommendation Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a professional services contract for the California Incline Replacement and Pier Bridge Widening Project with Harris and Company, in an amount not to exceed $150,000 and approve $20,000 in contingency funds for the contract; and 2. Authorize the City Engineer to issue any necessary modifications to the contract to complete additional work within budget authority.
