Subject: Contract with EIP Associates in an Amount Not to Exceed $263,600 to
Assist the City in Preparing an Environmental Impact Report for the City?s
Main Library.
INTRODUCTION
This staff report recommends that the City Council authorize the City Manager to
negotiate and execute a contract with EIP Associates in an amount not to exceed
$263,600 including a 20% contingency to prepare an Environmental Impact Report
(EIR) for the City?s Main Library.
DISCUSSION
The City Council approved a conceptual plan and authorized staff to proceed with
schematic design and an environmental assessment for the Main Library at its meeting on
December 18, 2001.
Pursuant to the City?s professional services selection procedures, the Planning and
Community Development Department invited three consulting companies to submit
Requests for Qualifications (RFQ). Staff has determined that EIP Associates is the
best qualified consultant for this project due to its understanding of the project,

consultant team including subconsultants, Kaku Associates, and ability to complete the
work under a tight deadline.
BUDGET/FINANCIAL IMPACT
Sufficient funds are currently budgeted in Account Number CO1049102.589000 to
cover the cost of the contract.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to negotiate and
execute a contract with EIP Associates, in an amount not to exceed $263,600 to
prepare an EIR for the Main Library.
