SR-505-011 EPWM: CC: AA: JS: SL; CC1844 APPIAN CO.DOC City Council Meeting: February 12, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Change Order to Contract 7994 (CCS) with KEC Engineering for the Appian Way Retaining Wall Project Introduction This report recommends that the City Council appropriate additional funds and authorize the City Manager to negotiate and execute a change order to Contract 7994 (CCS) with KEC Engineering in an amount not to exceed $248,500 plus $30,000 contingency for the Appian Way Retaining Wall project. Background The contract for the replacement of the Appian Way and Moss Avenue retaining walls in the City?s 1640 beach parking lot was awarded on April 14, 2001 by City Council. Following contractor mobilization, the south wall supporting Seaside Terrace was found to have significant damage. A field investigation found that this south wall lacked steel reinforcement and had no footing, which does not meet current code. Staff is recommending its replacement with an engineered retaining wall which meets current code, at a cost of $147,000. In addition, the contractor has encountered unforeseen concrete debris in the excavation area, which must be removed, at a cost of $26,500; the California Coastal Commission is requiring landscaping of the Appian Way wall, which will 1 cost $10,000; and, surface restoration of the lot will cost an additional $65,000. This brings the total change order cost to $248,500. Discussion Contract 7994 (CCS), which includes the construction of both the Appian Way retaining wall and Phase 3 of the adjacent Moss Avenue sewage pumping station, was awarded with only $50,000 in contingency for the retaining wall. The existing contingency must be preserved to allow for additional unforeseen field conditions during excavation and small field changes. Therefore, staff is requesting a change order in an amount not to exceed $248,500 plus an additional $30,000 in contingency. The restoration of the 1640 beach parking lot is necessary due to repeated construction stagings of Coastal Interceptor Sewer (CIS) Moss Avenue Pumping Station projects in the lot, since 1997. The $65,000 cost of restoring the parking lot will be funded by the CIS, and largely reimbursed by the City of Los Angeles. Budget/Financial Impact FUNDS REQUIRED: Contract $248,500 Contingency $ 30,000 Total Required $278,500 Funds in the amount of $65,000 are available for appropriation from the Waste Water Fund to account C31065802.589000 to pay for the CIS share of repairing the beach 2 parking lot. Following the appropriation, funds in the amount of $278,500 will be available as follows: C31065802 $ 65,000 C11065802 213,500 Total: $278,500 Recommendations Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a change order to Contract 7994 (CCS) in an amount not to exceed $248,500 plus $30,000 contingency; 2. Authorize the appropriation of $65,000 from the Wastewater Fund to Account C31065802.589000; and 3. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on Change Orders.
