SUBJECT: Resolution Authorizing The City Manager to Negotiate and Execute an
Agreement with the State Department of Parks and Recreation to Accept
Grant funds of $350,000 for Environmental Review and Planning for 415
Pacific Coast Highway
Introduction
This report recommends that the City Council authorize the City Manager to negotiate
and execute an agreement with the State Department of Parks and Recreation to
accept $350,000 in grant funds for environmental review and planning for 415 Pacific
Coast Highway.
Background
The Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act
of 2000 (State Proposition 12) was developed to respond to the recreational and open
space needs of California?s growing population and expanding urban communities. It is
intended to revive state stewardship of natural resources by investing in neighborhood
and state parks, clean water protection and coastal beaches and scenic areas. The
grant funds are intended to meet the need for safe, open and accessible local park and
recreational facilities for increased recreational opportunities.
On July 13, 1999, the City Council approved the proposed reuse plan for 415 Pacific
Coast Highway and authorized the Mayor to submit letters on behalf of the City Council
in support of funding for the 415 Pacific Coast Highway project.
Discussion
The State legislature approved $350,000 from Proposition 12 funding for 415 Pacific
Coast Highway in the State?s 2001 Budget. These grants funds are intended to be used
for environmental review and planning for the approved project including site
stabilization and protection of the historic features. The attached Resolution provides
the local approval necessary for the State to enter into a contract with the City for the
distribution of these funds. Once the resolution is adopted, the State Department of
Parks and Recreation will encumber the funds for 415 Pacific Coast Highway.
Budget/Financial Impact
The grant amount of $350,000 will supplement the FY2001-2002 project budget of
$500,000. Staff recommends the establishment of a revenue budget in the amount of
$350,000 at account number 20501.406660.
Recommendation
Staff recommends that the City Council adopt the attached resolution authorizing the
City Manager to negotiate and execute an agreement with the State Department of
Parks and Recreation to accept $350,000 in Proposition 12 grant funds for
environmental review and planning for 415 Pacific Coast Highway and approve the
necessary budget changes specified in the Budget/Financial Impact section.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN
AGREEMENT WITH THE STATE DEPARTMENT OF PARKS AND RECREATION TO
ACCEPT GRANT FUNDS OF $350,000 FOR ENVIRONMENTAL REVIEW AND
PLANNING FOR 415 PACIFIC COAST HIGHWAY
WHEREAS, the Legislature and Governor of the State of California have
approved a grant for the above Project; and
WHEREAS, the California Department of Parks and Recreation has been
delegated the responsibility for the administration of the grant, setting up necessary
procedures; and
WHEREAS, said procedures established by the California Department of Parks
and Recreation require the governing body to certify by resolution that the City has and
will comply with all applicable state statutory and regulatory requirements related to any
grants received; and
WHEREAS, the City will enter into an Agreement with the State of California for
the subject Project(s),
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS
SECTION 1. The Santa Monica City Council authorizes the City Manager to
Negotiate and Execute an Agreement with the state Department of Parks and
Recreation to accept grant funds in the amount of $350,000 from Proposition 12, the
Safe Neighborhood, Parks, Clean Water, Clean Air and Coastal Protection Bond Act of
2000 for environmental review and planning for 415 Pacific Coast Highway.
SECTION 2. The City Council of The City of Santa Monica hereby certifies that
the City has and will comply with all applicable state, statutory and regulatory
requirements related to these grant funds.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
