SUBJECT: Amendment to Contract #7968 CCS for Temporary Agency Employees in
Code Enforcement and Construction Inspection for the Building and Safety
Division.
INTRODUCTION
This staff report recommends that the City Council authorize the City Manager to negotiate
and execute an amendment to contract number 7968 CCS for code enforcement and
construction inspection services with JAS Pacific Corporation in an amount of $430,000.
BACKGROUND
In June 2001, Council authorized a contract with JAS Pacific to provide temporary staffing
due to recruitment difficulties until permanent staff, authorized in the FY 01/02 budget,
could be hired for both code enforcement and construction inspection services. Staff
anticipates that these vacancies may not be filled until June, 2002. This delay creates a
need to contract services over the prior contract authorization of $200,000. The amended
contract amount of $630,000 will include $55,000 expended under a separate purchase
order for FY 01/02 and an additional authorization of $375,000 for a total contract
amendment of $430,000. This amount will cover code enforcement services through June
30, 2002. A portion of the construction inspection services will continue until completion of
the new Public Safety Building sometime in FY 02/03.
DISCUSSION
Complaint activity for both building and zoning complaints has risen. The total has
increased from 1,380 in FY 99/00 to 2,237 in FY 00/01. This has resulted in an increased
backlog of complaints from 149 at the beginning of FY99/00 to 545 at the close of FY
00/01.
Hiring of permanent staff has been delayed due to recruitment difficulties and vacancies
may not be filled until June 30, 2002. As a result, it is necessary to contract for temporary
assistance for code enforcement. The additional authorization will permit the hiring of
additional temporary code enforcement personnel to fill three existing vacancies through
June 30, 2002. Anticipated vacancies in building inspection will also continue the need for
continued construction inspection services until sometime in FY 02/03 (when the public
safety facility is completed).
JAS Pacific Corporation has provided services in FY 00/01 and 01/02 for both code
enforcement and inspection services. They have demonstrated the capacity to provide the
qualified personnel promptly, within the time specified, and without delay. The price for
their services is fair, reasonable, and competitive. The selection was based on a survey of
three other outside consultants who provide these services.
BUDGET/ FINANCIAL IMPACT
Funds for the additional $430,000 are available in account number 01321.511690 as a
result of salary savings in the amount of $255,000 from vacancies in the Building and
Safety Division and $175,000 in account number C01005801.589000 as result of a
revision of a consulting contract for the new Public Safety building.
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to negotiate and
execute an amendment to Contract No. 7968 (CCS) with JAS Pacific Corporation in an
amount of $430,000 for a new total not to exceed contract amount of $630,000.
