Introduction
This report recommends that the City Council authorize the City Manager to negotiate and
execute a professional services contract in an amount not to exceed $80,000, plus
$11,000 in contingency, with the firm of Wallace, Roberts and Todd, Inc. for design
services for the rehabilitation of the Broadway path and Montana Avenue beach pedestrian
access stairs.
Background
The City of Santa Monica and the State of California recently entered into two cooperative
agreements to accept title to the stairs, paths and underlying land providing pedestrian
access between Palisades Park and Pacific Coast Highway (State Route 1) at Broadway
and Montana Avenue. These agreements provided funds in the amount of $800,000 for
the design, rehabilitation and maintenance of the Broadway path and Montana Avenue
stairs to the beach from Palisades Park. The work includes repairing the brick path,
wooden stairs and handrails; installing improved lighting; localized erosion control

measures and landscape enhancements.

Discussion
The Request for Proposal (RFP) for design services for rehabilitation of the Broadway path
and Montana Avenue stairs was issued and 4 responses were received. The proposals
were reviewed and the firms were interviewed by a committee consisting of Environmental
and Public Works Management and Community and Cultural Services staff. The committee
determined that Wallace, Roberts and Todd, Inc. (WRT), was the firm best suited for the
project because of its experience designing similar park projects.
WRT?s previous experience include the Balboa Park East Mesa Precise Plan, the Mission
Bay Park Master Plan Update, the Otay River Valley Resource Enhancement Plan, the
Carlsbad Parks and Open Space Master Plan and the Carlsbad Trails Feasibility
Study/Open Space and Conservation Resource Management Plan, all in San Diego
County; the Rio Salado Park Master Plan and the Tucson Downtown Pedestrian
Implementation Plan in Arizona; and the Santa Monica Beach Improvement Group (BIG)
Palisades Park and South Beach Improvements in Santa Monica. All references checked
for WRT were excellent.
A purchase order in the amount of $36,210 was issued to WRT in August 2001 to expedite
the design work at the Montana Stairs to enhance safety. The contract that is the subject of
this report will allow for the design to be completed for both sites.

Recommendation
Staff recommends that City Council:
1. Authorize the City Manager to negotiate and execute a professional services
contract with Wallace, Roberts and Todd for design services in an amount not to
exceed $80,000 plus $11,000 contingency;
2. Authorize the City Engineer to issue any necessary change orders to complete
additional work in conformance with the Administrative Instructions on change
orders.
