SR-512-006 EPWM: CP:AA: DB\SP-F:\DATA\SPFILES\SP1904\CC1904Rev1.doc Council Meeting: January 8, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Joint Trench Agreement for Fiber Optic Conduit along Various Streets Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a joint trench agreement for fiber optic conduit along Broadway and various other City streets with Pacific Bell in an amount not to exceed $220,000. Background In Fiscal Year 1999, Council budgeted funds to construct a Municipal Fiber Network (MFN). This multi-phase network, when complete, would provide for future telecommunications needs in a more economical and efficient manner. In 2000, Pacific Bell applied for an underground excavation permit to construct a bank of conduits along Seventh Street, Broadway, Colorado Avenue, Twenty Sixth Street, Pennsylvania Street, Stewart Street and Olympic Boulevard in Santa Monica. At that time, the City expressed interest in ?joint trenching? with Pacific Bell. This involved Pacific Bell constructing two ? 4? diameter conduits approximately 17,000 feet in length and associated pull boxes to provide capacity for the City?s MFN along those streets where Pacific Bell was working. 1 The City gave Pacific Bell specifications to be used for the City facilities and requested a quote from them for the City?s portion of the work. Pacific Bell did not come back to the City with a price, but proceeded to build the system per the City?s specifications. When the joint trench work was nearing completion, Pacific Bell submitted a quote. Following further discussion with City staff, an acceptable price was reached. Discussion By joint trenching with Pacific Bell, the City is able to realize substantial savings on that portion of the MFN. The City pays only for the incremental cost of material and labor for installation of the conduit. The remainder of the work including excavation, backfill and trench restoration is borne by Pac Bell. Staff will return to Council at a future date with an Information Item on the status of completion of the City?s MFN. Budget/Financial Impact Funds in the amount of $220,000 are available in account C01046999.589000, ?Fiber Optic Network.?
