SUBJECT: Recommendation to Authorize the City Manager to Approve an
Amendment to Contract #7603 in an Amount not to Exceed $26,000 for
Storm Drain Catch Basin Cleanout Services and Catch Basin Inserts
Installation with the Los Angeles Conservation Corps
Introduction
This report recommends that the City Council amend an existing one-year contract with
the Los Angeles Conservation Corps (LACC) by $26,000 to provide maintenance
services to the Wastewater Division of the Environmental and Public Works
Management Department for Storm Drain Catch Basin and Continuous Deflective
Separation (CDS) unit cleanouts and litter characterization through the end of FY2000-
01.
Background
The City of Santa Monica is regulated under the Los Angeles County?s (County)
National Pollutant Discharge Elimination System permit. The permit requires Santa
Monica to take steps to improve the water quality of the Santa Monica Bay through the
improvement of the quality of urban runoff discharged into the Bay. To help achieve this
goal, the City received County Proposition A grants for the purchase of 485 catch basin

inserts and screens, which were installed in City catch basins, and for the purchase of
two CDS units, which were installed at Pico Boulevard at the beach and at the City
Yards. These projects are a part of the City?s Best Management Practices to remove
pollutants from or keep pollutants out of urban runoff.
In October 1999, Council authorized a contract with LACC for $100,000 to assist City
crews in installing catch basin inserts and screens and removing debris from catch
basins and CDS units. The LACC is a non-profit agency founded to help young people,
specifically at-risk youth, return to productive, self-sufficient lives by assisting them in
obtaining job training and in completing their education. LACC provides participants
with temporary jobs, income, recent work experience, job references, and feedback on
their work habits. LACC members have supplemented existing City catch basin
cleanout crews, doubling the number of crews available for this project to remove,
weigh and characterize debris.
Discussion
Due to unanticipated additional workload, including adding and replacing catch basin
stencils, and greater maintenance and cleaning out of catch basin inserts, screens and
CDS units, funds for the use of LACC staff have been exhausted.

Without continued funding, the City?s storm drain system will be less comprehensively
maintained. By using LACC crews, the City can efficiently and effectively cover more
territory and remove pollutants quickly and efficiently. An additional $26,000 is
requested to continue LACC?s contract through the end of the fiscal year.
The additional costs will be reimbursed, in part, by the County from a fund specifically
earmarked for operation and maintenance reimbursements to the City for installing
these catch basin inserts, screens and CDS unit devices. City staff anticipates that
reimbursements will be received from the County beginning late summer. Staff is
evaluating the incremental cost of maintaining the City storm drain system with these
catch basin and CDS devices based on one-year of maintenance experience. Upon
completion of this evaluation, staff will return to Council with a recommendation for a
contract for these services for FY01-02.
Budget/Fiscal Impact
Funds of $26,000 are available in the FY00/01 Stormwater Budget for LACC services in
Account no. C34058801.589000.
Recommendation
Staff recommends that the City Council authorize the City Manager to approve an
amendment to Contract #7603 with LACC in an amount not to exceed $26,000 through

June 30, 2001 to provide maintenance and data services for the City?s stormwater
drainage system.
