SUBJECT: Recommendation to Adopt a Resolution Authorizing the City Manager to
Submit and Execute a City/County Funding Grant Application to the
California Department of Conservation for Beverage Container Recycling
Services
Introduction
This report recommends that the City Council adopt the attached resolution authorizing
the City Manager to submit and execute a City/County Funding Grant Application to the
California Department of Conservation for Beverage Container Recycling Services.
Background
The California Department of Conservation, Division of Recycling, offers grants to
eligible cities and counties to promote beverage container recycling or litter reduction
activities. In November of 1998, the City Manager accepted City/County grant funds
from the California Department of Conservation to promote beverage container
recycling services. In July of 2000, the City Manager again accepted these funds to
promote an expansion of these beverage container-recycling services. These funds
have been used to purchase containers for collection and locking bins for routing and
removal, as well as personnel services, and public outreach to encourage businesses to
participate. As a result, the City offers daily beverage container recycling to several
targeted businesses such as the Promenade and Main Street locations. In the year
1
2000, Promenade and Main Street beverage recycling yielded 7.4 tons and 9.8 tons of
recyclable material, respectively. The City receives $20 for each ton of material
recycled.
Discussion
Solid Waste staff sees an opportunity to expand recycling services to more businesses
using grant funds. Areas under consideration for expanding the program are Montana

Avenue from 7 St. to 17 St. and Pico Boulevard from Ocean Avenue to the City limit.
The proposal requires Solid Waste Management staff to meet with business
management to promote beverage container recycling. All materials collected will be
weighed in order to measure the effectiveness of the program and to obtain additional
diversion tonnages in accordance with state mandates. The state-funding source is
available to implement an expansion of outreach and collection opportunities for
businesses.
The California Department of Conservation makes City/County Funding grants available
on a yearly basis. Each grant application for the program must include an approved
resolution from City Council authorizing submittal of the grant application and identifying
the individual authorized to execute all necessary applications, contracts, agreements
and amendments to carry out the objectives specified in the application. Adoption of the
attached resolution will satisfy this requirement.

Financial/Budget Impact
Staff is unable to estimate future budget impact due to the varying amounts of the
awards, but as grants are approved, appropriate budget changes will be presented to
the City Council as part of the City?s annual financial cycle.
Recommendation
Staff requests that the City Council adopt the attached resolution authorizing the City
Manager to submit and execute the City/County Funding Grant application to the
California Department of Conservation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE THE
CITY/COUNTY FUNDING REQUEST FORM TO THE CALIFORNIA DEPARTMENT
OF CONSERVATION.
WHEREAS, the people of the State of California have enacted the
California Beverage Container Recycling and Litter Reduction Act (?Act?) that provides
funds to cities and counties for beverage container recycling and litter cleanup activities;
and
WHEREAS, the California Department of Conservation?s Division of
Recycling has been delegated the responsibility for the administration of the program
within the State, setting up necessary procedures for cities and counties or their
designees under the program; and
WHEREAS, per Section 14581 (a) (4) (E) of the California Beverage
Container Recycling and Litter Reduction Act, the eligible participant must submit the
Funding Request Form by the due date and time in order to request funds from the
Department of Conservation?s Division of Recycling.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The submittal of the grant application to the Department of
Conservation?s Division of Recycling for all available grants under the California
Beverage Container Recycling and Litter Reduction Act is authorized.

SECTION 2. The City Manager is hereby authorized to execute in the name of
the City of Santa Monica all necessary applications, contracts, payment requests,
agreements and amendments hereto for the purposes of securing payments and to
implement and carry out the purposes specified in Section 14581 (a) (4) (A) of the
California Beverage Container Recycling and Litter Reduction Act and provide
information regarding this program to the Department of Conservation?s Division of
Recycling upon request.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.
