SR-506-003 (6) EPWM: CP: AA: DB: JC\S:\SP1851\CC1851v3.doc Council Meeting: March 27, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award of Contract for the Fiscal Year 2000-2001 Community Development Block Grant Curb Ramp Project Introduction This report recommends that the City Council award a contract for the construction of fiscal year 2000-2001 Community Development Block Grant (CDBG) funded curb ramps at various locations throughout the City to Damon Construction Company, the best bidder, in the amount of $95,800 and approve $23,950 in contingency funds. Background Deleted: In accordance with the Americans with Disabilities Act (ADA) The construction of curb ramps at various locations throughout the City is part of the City?s of 1990, the City has established policies and procedures and initiated a plan for compliance with ADA accessibility compliance plan. Of the 4,155 possible curb ramps in the City, approximately requirements throughout the City. 867 remain to be constructed. In fiscal year 2001, council budgeted $100,000 of CDBG funds for curb ramps. 1 Discussion A Notice Inviting Bids was published on December 11, 2000 in the Los Angeles Times ?Our Times? section, F. W. Dodge newsletter, the Daily Construction Service and the Van Nuys Plan Room. Bid documents were sent to eleven woman /minority - owned business enterprise associations. Eight contractors requested bid packages. The City Clerks office received six sealed bids, which were publicly opened and read out loud = on January 10, 2001 at 3 PM, by the Deputy City Clerk. The bid results were as follows: Base plus Alt ?A? 1. Damon Construction Company $ 95,800 2. Perry Maness Industries $ 98,600 3. C. J. Construction, Inc. $114,450 4. Pima Corporation $121,100 5. Kalban, Inc. $123,319 6. Graph Company $125,390 City Engineers Estimate $ 99,500 = Damon Construction Company supplied the City with a list of references related to curb ramp and sidewalk repair projects. The Cities of Glendale, Thousand Oaks, and Inglewood reported that the contractors work quality was satisfactory and that work was completed in = a timely and cost efficient manner. In addition, the City of Santa Monica contracted with Excel Paving Company, of which Damon Construction Company was a subcontractor, in fiscal year 98-99 for the construction of numerous curb and gutter/curb ramps on the City's annual street resurfacing project. Damon Construction Company ?s portion of the work was 2 in excess of one million dollars. The contractor's performance was satisfactory. The Center for Contract Compliance reported that Damon Construction Company was in good standing, financially capable and of suitable character to handle labor compliance issues. The California Contractors State License Board also verified that the contractors license is = current, active, and in good standing. Damon Construction Co. has the ability to provide additional maintenance, should the City require these services. Award a contract for curb ramp construction to Damon Construction Co., the best bidder, in the amount of $95,800, and approve $23,950 in contingency funds; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change 3 orders.
