SUBJECT: Career Criminal Apprehension Program (CCAP) Grant Award from the
California Office of Criminal Justice Planning
Introduction
This report recommends that the City Council accept a grant of $98,119 awarded by the
California Office of Criminal Justice Planning under the Career Criminal Apprehension
Program (CCAP) State-of-the-Art project fund. The grant will fund technology upgrades for
the Police Department crime analysis program.
Background
The Santa Monica Police Department?s Crime Analysis Unit started in 1982 with seed
money provided by the California Office of Criminal Justice Planning (OCJP) under its
Career Criminal Apprehension Program (CCAP) model crime analysis program. Since that
time, the Police Department?s crime analysis program has received no specialized
computer resources to modernize or enhance its crime analysis procedures and
techniques.

Discussion
As a continuation of its CCAP initiative, OCJP is offering additional grant funds to agencies
originally funded by CCAP grants to bring their technology and/or program models up-to-
date. The Santa Monica Police Department is entitled to a grant award of $98,119.
Funding will be used to improve the tracking and enforcement of violations committed by
sex registrants, juvenile serious habitual offenders under the Serious Habitual Offender
(SHO) program, and other supervised parolees.
The grant funds will help meet this objective by financing two technology improvements for
the crime analysis program. The first is the purchase and implementation of CrimeView, a
specialized crime-mapping component of the City?s ArcView geographical mapping
program that plots crimes based on location, type of premises, and other criteria to reveal
crime patterns. The second project is a specialized interface between existing crime report
processing and storage systems to speed the delivery of newly reported crime information
to the Crime Analysis Unit.
Budget/Financial Impact
The CCAP State-of-the-Art grant period is one year, commencing September 2001 and
ending August 31, 2002. There is no local match requirement.
The following Fiscal Year 2001-2002 budget changes will be necessary:
1. Establish revenue account #20304.406570 in the amount of $98,119 to reflect

receipt of the CCAP State-of-the-Art grant; and
2. Appropriate $98,119 in capital improvement project account
#C20068602.589000 (CCAP State-of-the-Art Grant).
Recommendation
It is recommended that the City Council accept a $98,119 award from the California Office
of Criminal Justice Planning under their Career Criminal Apprehension Program State-of-
the-Art grant program, appropriate and designate the fund use for technology upgrades for
the Police Department crime analysis program, and approve the budget changes
described above.
