SR-850-005-01 (12) EPWM:CIVIL:CP:AA:LF:DP:F:\DATA\SPFILES\sp1771\cc1771vacation.doc Council Meeting: December 18, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Setting of a Public Hearing on January 22, 2002 for Proposed Vacation of Public Service Utility and Right-of-Way Easements at Sixth Court for the Main Library Expansion Project Introduction This report recommends that the City Council direct the City Clerk to set a public hearing for January 22, 2002 at 6:45 p.m. to vacate public utility and right-of-way easements located at Sixth Court, immediately adjacent to the Santa Monica Main Library. Background The Main Library, located at 1343 Sixth Street, is an important information resource for the community, serving over two thousand patrons per day. At its January 23, 2001 meeting, Council awarded a professional services contract to Moore Ruble Yudell Architects and Planners for design, construction documents, and construction administration of the Main Library expansion project. Following initial cost analysis and public input, it was determined that a more advantages approach to meet the needs of the community would include the demolition of the existing facility and construction of a new building. Council approved this approach at its September 25, 2001 meeting. 1 Discussion The current library building is bounded by Sixth Court immediately to the east, Sixth Street to the west, Santa Monica Boulevard to the South, and the Verizon property to the North. A City-owned public parking lot is located on the east side of Sixth Court. As envisioned, the new Main Library building will sit on the corner of Sixth Street and Santa Monica Boulevard, extending across Sixth Court and into the City-owned parking lot at that location. To facilitate completion of the new library building, it is necessary to vacate utility and right-of-way easements in Sixth Court adjacent to the existing library site (see Appendix A). Existing utilities in the alley will be re-routed around the new building. The vacation proceedings will be held in accordance with Part 3, Chapter 3 of the California Streets and Highways Code, ?General Vacation Procedures.? Budget/Financial Impact There are no costs associated with the relocation of non-City-owned facilities, such as power gas and telecommunication lines, as these are being handled by the respective utility companies. The costs of relocating City-owned utilities in the right-of-way are included in the budget for the Main Library expansion project, and would occur in conjunction with the construction. 2 Recommendation Staff recommends that the City Council direct the City Clerk to set a public hearing for January 22, 2002 at 6:45 p.m. for the proposed vacation of public utility and right-of-way easements in Sixth Court.
