SR-701-001-02 (4) Purch:DH:RAH: F:\FINANCE\PURCH\STFRPTS\SRBDPOLICEUTILITYBODY.DOC Council Meeting: December 11, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Contract with The Mattman Company for the Construction of a Special Purpose Utility Vehicle Body for the Police Department Introduction This report recommends that City Council authorize the City Manager to negotiate and execute a contract with The Mattman Company for the construction of a special purpose utility vehicle body for the Office of Special Enforcement Division, Police Department, in the total amount of $112,419.24, including applicable sales tax. Background The Office of Special Enforcement, Police Department, purchased a cab and chassis truck in 1999 for use as a special purpose response vehicle. The purchase of a utility body designed for this cab and chassis will make available to the Police Department a fully equipped special purpose response vehicle. This utility body will be configured to store mission essential equipment, including communications technology, building schematics, city maps, and outside agency response directories, for use by members of the Special Entry Team in their response to a variety of critical field situations. The special response vehicle will allow the Police 1 Department to centralize a number of critical response functions and minimize response time to critical field incidents. Discussion Request for Quotes (RFQs) were mailed out to six vendors on August 9, 2001, and one quote was received as follows: VENDOR QUOTE The Mattman Company $112,419.24 Staff has evaluated the quote submitted by The Mattman Company for the construction of a special purpose utility vehicle body and finds that it meets City specifications. Staff encouraged all six firms to submit quotations. Four vendors submitted the ?no bid form? included in the RFQ package stating that they could not meet City specifications. The one remaining vendor did not respond. Construction of this special purpose utility body will not be an easy task. Vehicle maneuverability imposes limits on the maximum size of the utility body. The finite space contained within the utility body must be configured and equipped in such a way that several mission-critical functions, e.g., equipment storage and transportation, communication, dressing, tactical planning, etc., can all be carried out efficiently within its confines. Staff devoted considerable amounts of time and effort to determine what special purpose vehicle features work well for other law enforcement agencies and 2 which features do not. As a result of this effort, the specifications which accompanied the RFQ?s to provide this utility body were very detailed. Most vendors who provide this type of vehicle manufacture vehicles in certain configurations. Only the Mattman Company was able to provide the desired utility body in the configuration that the Office of Special Enforcement believes will best meet their operational needs. Budget/Financial Impact Purchase of this special purpose utility vehicle body qualifies as an eligible use of Asset Seizure Funds, and sufficient funds for this purchase are currently available. The purchase will be charged to account number C21095802.589000. Recommendation It is recommended that City Council authorize the City Manager to negotiate and execute a contract with The Mattman Company for the construction of a special purpose utility vehicle body in the total amount of $112,419.24, including applicable sales tax.
