SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Municipal Employees Association
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Municipal
Employees Association.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Municipal Employees
Association (MEA) expired on June 30, 2001. As per the terms and conditions of the
expired MOU, negotiations with MEA to replace the expired MOU commenced and resulted
in the attached MOU. This new agreement has been ratified by the membership of MEA.
This agreement provides for the following: a cost of living increase for FY2001-2002,
FY2002-2003 and FY2003-2004; a compensation study of MEA job classifications; an
increase to tuition reimbursement; an increase to uniform allowance and other minor
changes to the uniform provision; modification to bonuses received, including the deletion

of some bonuses, the replacement of some bonuses with other bonuses and the addition
of some bonuses; an increase to city-paid deferred compensation; and some minor
economic and non-economic changes.
BUDGET/FINANCIAL IMPACT
Funds are already included in the budget for FY2001-2002 to cover any costs associated
wiih ihis agreement
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City Manager
to execute the attached Memorandum of Understanding with the Municipal Employees
Association.
