SUBJECT: Approval of Annual Report for Fiscal Year 1992-93 for
the Redevelop~ent Agency of the City of Santa Monica
INTRODUCTION
The Califarnia HeaZth & 5afety Cade requires that each
redevelapment agency file an annual report with ~he Califarnia
Housing and Community Development Department. This staff report
recommends approva]. of the attached Santa Monica Redevelopment
Agency's Annual Report for Fiscal Year 1992-93, which includes an
independent financzal audit, pursuant to Health and Safety Code
Section 33084.
ANNUAL REPDRT CONTENTS
As required by law, the Agency's Annual Report includes:
1} A specific description of the agency's activities affecting
housing and displacement;
2) An independently prepared financial audi~ repart conducted ~n
accordance with general~y accepted auditinq standards;
3) A fiscal statement that pravides informatian on the
outstanding indebtedness of and the amaunt of tax increment
revenue generated by the agency and by each project;
4) Any ather infarmatian which the agency be~ieves usefu~ to
explain its pragrams and activities.

Far the audit portion of the Annual Report, the Agency contracted
with the accounting firm of KPMG Peat Marwick for an independent
financial audit of the fiscal year commencing on Jvly 1, 1992 and
ending on June 30, 1993. The audit was performed to comply with
standards se~ aut in Section 33080.1 of the Health and Safety
Code. KPMG Peat Marwick found that the Agency's records fairly
present the financial position of the variaus f~nds and account
groups of the Rede~elopment Agency as of June 30, i992, and found
no negative audit findings.
The Annual Report also:
1) Reviews the objectives and activities of the Redevelopment
Ag~ncy in FY ~992-93,
2) Previews the Agency's objectives and work plan for FX 1993-
94,
3~ Fravides recommendations for needed Zegislation to carry on a
program of housing and community development, and
4) Makes certain findings as to the Agency's appropriation of
funds for low and moderate income housing projects.
AGENCY TAX INCREMENT REVENUE FOR HOUSING
For each redevelapment project, The Redevelopment Agency is
required to set aside at least 20~ of the tax increment it
receives each year for low and moderate ~ncome housing projects
and activities, A redevelopment agency may defer the housing
obligation of a redevelopment project that was started prior to
1977 if existing programs and abligations prevent the agency from

setting aside the full 20~ of the tax increment revEnue.
For FY 1992~93, Agency funds were allocated for low and moderate
housing as follows: Ocean Park Project la (15.2~) and Ocean Park
Project lb (45.4$) and Downtown Project (18_6~)~ based an
attached tax increment revenue received. Initially, the
al~ocations were based on tax increment revenue grojectians made
in February, 1992, during the FY 92-93 budget process. The low
and moderate housing shortfalls resulted from the receipt of
higher than pro~ected tax increment revenue during FY 1992-93.
The additional percent needed for Ocean Park la ($72,763) and the
Downtown project {$15,365} will be apprapriated as part of the FY
1993-94 Mid-Year budget review.
The Agency~s funds appropriated for eligible hausing set aside
expenditures include the following funds allocated ta the City's
Citywide Housing Acquisition and Rehabilitation Program (CHARP),
Vitale Gilpin funds (from the Downtown pra~ect) used for hausing
projects, and the lease payment to the Parking Authori~y (from
the Ocean Park prajects) for the parcel at 175 Ocean Park
Bouievard an which 22 units of very 1ow income housing are

R~DEVELOPMENT AGENCY OF THE CITY OF SANTA MONICA
INTRODUCTION
As required by California Health & Safety Code Section 3308a,
each redeve~opment agency must file an annual raport with the
California Housing and Community Development Department within
six months of the end of the agency's fiscal year. The annual
report must contain for the agency and each project:
1) A specific description of ~he agency~s act~vities affectinq
housing and displacement.
2) An independently prepared financial audit report canducted in
accardance with generally accepted auditing standards.
3) A fiscal statement that provides infarmation an the
outstanding indebtedness of and the amount of tax increment
revenue generated by the agency and by each project.
4} Any ather information which the agency believes useful to
explain ~ts programs and activit~es.
This annual report for the Santa Monica Redevelopment Agency
contains the information required by Stata iaw and also includes
a review of the objectives and activities of the Redevelapment
Agency in FY 1992-93, previews the Agency's ob~ectives and work
plan for FY 1992-93, and provides recommendat~ons for needed
Iegislation to carry on a pzogram of housing and community
developmen~.
DESCRIPTION OF REDEVELOPMENT PRDJECTS
The Santa Monica Redevelop~ent Agency was es~ablished on August
13, 1957, and has three redevelopment project areas:
1) O~ean Park Redevelopment Project (la)
2) Ocean Park Redevelopment Projec~ (1b)
3) Downtown Redevelopment Project
Ocean Park Redevelapment Pro~ect
The Ocean Park Redevelopment Project was the first pro~ect
undertaken by the Santa Monica Redevelopment Agency. It was
designated for study as a potentia~ redevelopment praaect in
April 1958 when an application was made to the Federal government

for survay and planning funds. With these funds, the Agency
commenced preparation of formal plans for the area encampassing
thirty-three acres of land in the southwest corner of the City
adjacent td the Venice community of the City of Los Angeles.
In Octobar 1959, as a result of a reduction in the availability
of Federai funds for the project, the proposed thirty-three acre
Ocean Park project was divided into two separate prajects so that
at least ane project could go forward with the funds a~ailable tq
the Agenc~ at the time.
Ocean Park Redevelopment Pro~ect la
Ocean Park Redevelopment Project la encompasses the narthern 25
acres of the oriqinally propased 33 acre project. The
Redevelopment Plan far Project 1a was approved by the City
Council on June 30, 1960, follawing requisite studies and
hearings by the Planning Commission, Redevelopmen~ Ag~ncy, and
the City Council. The Redevelopment Plan was amended on November
14, 1967, principally to change the permitted land uses in the
project area.
Ocean Park Redevelopment Project 1a is bounded by Ocean Park
Boulevard on the north, Neilson Way on the east, Ocean Park
Project No. lb on the south, and the Stats beach garking lots and
beach an the west. Project 1a is zoned R4 High Density Multiple
Family Residential which permits the highest residential density
in the City.
Ocean Park RedeveZopment Project 1a was completed zn May 1987.
The project contains two 17-story high rise apartment buildings
which were comp~eted in 1967. Each tower contains 250 rental
apartment units. On both sides of the apartment complex is
located the Sea Colony condominium project. Sea Colony contains
340 candominium units which were constructed in two phases.
Phase 1 of the develapment was completed in 198D and Phase 2 was
campleted in May 1987. Ocean View Park is lacatEd in the center
of Project Area la facing the beach. This public park cantains
six tennis courts, twa paddle ball caurts, one basketball court,
walkways, and Zandscaping. The park offers a rest area with a
panoramic view of the Pacific Ocean.
Ocean Park Red~velopment Pro~ect lb
Ocean Park Redevelopment Pro~ec~ Zb encompasses the southern 8
acres of the originally proposed 33 acre project. The
Redevelopment Plan for Project lb was approved by the City
Cauncil on January 24, 1961, fo~lowing requisite studies and
hearings by the Planning Commission, Redevelopment Agency, and
the City CounciZ. The Redevelopment PZan was amended on January
26, 1965, and again on September 12~ 1972, principally to change
the permitted land uses in the project area.
Ocean park Redevelapment Project No. ib is bounded by ~cean Park

Redevelopment Pro~ect la on the narth, Neilson Way on the east,
the City limit on the south (adjacent to the Venice cammunity of
the City of Los Angeles), and the State beach parking lots and
beach on the west. Projact lb is zoned C3 General Commercial
which permits commercial and residen~ial uses.
Ocean Park Redevelopment Project No. 1b was campleted in 1983.
The project contains two senior citizen residential apartment
complexes and a former utility building. Neilson Villas contains
I00 rental apartment units and was completed in 1977. Barnard
Park Villas contains 61 units and was completed in 1983. The
utility building contained telephone switching equipment and was
replaced in 1986 by a facility outside the project area
cantaining more madern switching equipment. The former utility
building was adapted in 1987 ta hause offices and art storage for
the Eli Broad Family Art ~oundation.
Downtown Redeve~apment Pro7ect
The Downtown Redave~opment Praject encomgass~s about 9.9 acres of
property lacated at the southern end of the City's Third Street
Promenade in the downtown core af Santa Monica. The
Redevelopment P1an far the Downtown Pro~ect was approved by the
City Council in January 1976.
The Downtown Redevelopment Project is bounded by Broadway on the
narth, 4th Street on the east, Colorado Avenue on the south, and
2nd Street on the west. The projeet is zoned C3 General
Commercial which permits commercial uses.
The Downtown Redevelopment Project was comp~eted in 1980. ~t
cansists of Santa Monica Place and ad7oining parking st~uctures.
The retail portian of the proj~ct contains approximately 570,000
square feet of floor area and includes two major department stare
anchors and 160 specialty retail shops and food establishments,
all af which are Iinked by a three level enclosed pedestrian
space that extends diagonally across two City blacks. The
project a~sa includes ~wa Agency-awned parking structures
containing 2,020 parking spaces.
off-Site Pro~ects
Both the Ocean Park Redevelapment Projects and the Dawntown
Redevelopment Project include certain off-site impravements that
were found to be "af-benefzt" to each project. In addition to
various housing and ather related pro~ects for low and ~oderate
incame individuals and fami~ies either funded in whole or in part
by each project, major off-site improvements include:
Ocean Park Projects' Off-Site Improvements
1) Renovation and enhancement nf the beach parking ~at and
surrounding streets that consist af a landscaped central
park adjacent to the beach at the end of Ocean Park

Boulevard, a linear park along Barnard Way fram the
southern City limit to Bicknell A~enue, landscaping and
restriping of th~ beach parking lot, reconstruction of
the pedestrian promenade and bikepath, and construction
of new concession and restroom facilities.
2) Rehabilitatian and expansion of the Ocean Park Branch
Library.
3} Rehabilitation of 22 apartment units for very low incame
senior and family households at 175 ocean Park
Boulevard.
4) Canstruction af 55 units of rental apartments for low
and moderate income families lacated on several sites in
the Ocean Park neighbox~hood of the City.
Downtawn Praject Off-Site Impro~ements
1} Variaus improvements to the City's Third 5treet (Mall)
Promenade and downtown (Bayside) district adjacent to
the Dawntown Redevelopment Project were found ta be "of-
benefit" to the Downtown Project. While primary funding
far these improvements has been provided by other
sources, the Dawntown Project may provide funds that are
needed for future impravements in the area.
AGENCY OBJECTIVES AND ACTIVITIES F~R FISCAL YEAR 1992-93
In F~scal Year 1992-93, the Santa Monica Redevelopment Agency
accomplished its ob~ectives for the Fiscal Year and canducted the

thraugh the lease payment made by the Agency on behalf of the 175
Ocean Park Boulevard pub~ic housing development.
Downtown Project
Objective: Complete construction af the Phase II pubZic
impravements on the Third Street Promenade and in
the Bayside (downtown) District.
This objective was completed prior to FY 1992-93.
During FY 1992-93, Phase IYI conceptual plans were initiated for
public impravements on the Third Street Promenade and the Bayside
(downtown) District. The Agency coordinated with the City
additional improvements on the Third Street Promenade and in the
Bayside District of the downtown area. (Construction of initia~
impravements were completed in September z989.) The Agency
coordinated with the City on specifying numerous physical
improvements to tha six downtown public parking structures. The
Agency also coordinated with the management of Santa Monica Place
to implament a validated parking program at the Agency owned
parking structures.
Ob~ective: Manitor the housing activiti~s resulting from
the Downtown Praject.
This objective was completed prior to FY 1992-93.
The Housing Trust Fund was used to assist in the development of
the fo~l4wing praject which was under construction in FY 1992-93:
0 44 new Single Room Occupancy units (SRO} far very low income
hauseholds (2nd Street Mixed Use Pro~ect).
The Downtown Housing Trust Fund was also used to assist in the
development of the following projects which were completed and
occupied in FY 1992-93.

The Agency also appropriated its Vitale Gilpin housing funds to
assist in the housing prajects described above. The Vitale
Gilpin Fund is a legal settlement requiring the Agency ta set
aside a partion of the tax increment revenue generated by the
Dawntown Redevelopment Pra~ect to fund programs that provide
housing fo~ low and very low income persons and families.
AGENCY OBJECTIVES FOR F~SCAL YEAR 1993-94

Ob~ective: Complete the review of all Housing and
Redevelopment Division programs to incorporate the
programmatie recommendatzons of the Santa Manica
Homeless Task Force Report.
Assist a housing development project for the
homeless with pre~evelopment costs.
Implement Phase III public impravements in the
Bayside (Downtown) Dzstrict and camplete the
analysis and implementatian of an overall downtawn
parking program.
AGENCY ACTIVITIES A~FECTING HOIISING AND DISPLACEMENT
The Santa Monica RedeveZopment Agency contributed funds to assist
in financing the cons~ruction or rehabilitation of 208 units af
~ery low, low and moderate incame housing that were in various
stages af development in FY 1992-93:

In addition, the Agency contributed funds to lease the praperty
at 175 Ocean Park Bou~evard on which 22 units of hausing for very
low income hauseholds are located.
Specific Housinq Activities
Government Code Section 33~80.4 requires that the Annual Report
include the following information concerning displacement of
residents, demolition of units, and provision of housing
resulting from activities of redevelopment projects durinq the
f~.sca]. year. znformation concerning the provisian of housing is
to include any agency-assisted housing regardless of the agency's
funding saurce and is to include only that housing available for
occupancy in the fiscal year.
No relocation, demolition, or displacement activity accurred as a
result of redevelopment project activities in FY 1992-93 and no
such activity will occur in FY 1993-94. The Agency also did nQt
conduct relocatian, demolitian, or displacement activities
au~side af the project areas ~n FY 1992-93 and no such activity
will accur in FY 1993-94.
As the chart indicates below, there were 119 units of Agency
assisted-housing completed for occupancy to low and moderate
income households in FY 1992-93. In additian, 89 units are
either in pre-develapment or under construction.

Status and Use of the Low and Moderate Income Housinq Fund
Of the 208 units that were in pre-development, under construction
or completed and accupied in FY 1992-93, a11 will be occupied by
very low income, low income or maderate income households.

RECOMMENDATIONS CONCERNING NEEDED LEGISLATION
Pursuant to Health and Safety Code Section 33080, this report
should transmit any recommendatians concerning needed legislation
for redevelopment agencies. At this time, there are no bills
befare the State Legislature which could have an impact on the
Agency's ability to carry on a program of redevelopment given the
status of bath project areas. Therefore, na recommendations
regarding ne~ded legislation are provided. The Agency will
continue to monitor legislative information on items concerning
redevelopment.
FINDINGS RELATED TO AGENCY'S HOUSING TRUST FUND
As required in Section 33334.6 of the Health and Safety Code, the
Santa Manica Redevelopment Agency must make a finding in each
fiscal year in which the Agency was unable to appropriate a
minimum of 20~ of the tax increment revenue it received that year
to provzde housing far low and moderate ~ncame househalds. State
law permits the Santa Monica Redevelopment Agency to apprapriate
less than the full 20g of tax increment xevenue because each
prv~ect was established prior to January 1, 1977, and because the
Agency adopted a 5tatement of Existing Obiigatians and a
StatemEnt of Existing Programs prior to September 1, 1986.
Ocean Park Redevelopment Pro~ect la
In Fiscal Year 1992-93, the Ocean Park R~develapment Project la
received $1,517,294 in tax increment revenue. The tatal amount
requYred to be appropriated for low and maderate income housing
projects for Ocean Park Pro~ect ia was $303,459 wh~ch is 20~ of
the tax increment revenue received in FY 1992-93.

$212,705 which is 24~ of the tax increment revenue received in FY
1992-93.
In FY 1992-93, the full amount of tax increment revenue required
for housing was not appropria~ed for housing projects. In FY
1992-93, $197,341 or 18.6~ of tax increment revenue required for
housing was apprapriated for housing projects.The shortfall
resulted fram the receipt of higher than projected tax increment
revenue during FY 92-93. The additianal percent needed for the
Downtown Project will be appropriated during the City's FY 93-94
Mid-Year budget process.
