SR-6F (47) 'I, &S:SES:HS:ak 7/8/~ Santa .nica, California Council Meeting: ly 14, 1987 rtJ!-po3 (,-F TO: July 8, 1987 J U L 1 ~ 1987 FROM: City staff SUBJECT: Recommendation to Adopt a Resolution Authorizing the Sale of City-Owned Real Property Located at the Corner of Olympic Boulevard and 20th street Introduction staff recommends that the city Council adopt the attached resolution which waives public advertising and authorizes the sale of 4,400 square feet of City-owned real property located at the northeasterly corner of Olympic Boulevard and 20th street. (See attached maps.) Background The subject property was relinquished to the City by the State of California on March 16, 1966 for city street use. The appraised value of $175,000 represents current fair market value and is based on the judgment that the subject site is capable of being developed independently. (A copy of the appraisal summary is attached. ) On January 9, 1986, Santa Monica Building Materials, located adjacent to the property and represented by Mr. Max Larson, expressed an interest in purchasing this property for use in its business. The company has since submitted an offer to pay the city $190,000 for this property. The Council requested additional information after hearing the staff report presentation on June 9, 1987. Staff was to notify (,-F - 1 - JUL 14 1981 GS:SES:HS:ak 7/8/~ Santa Wica, California council Meeting: ly 14, 1987 owners of neighboring properties of the city1s intent to sell and to investigate the feasibility of using the site for rental housing or a homeless shelter. Property owners within a three hundred foot radius were mailed a letter explaining this intent to sell. Those owners who telephoned staff and stated an interest in bidding on the property were asked to provide a written statement of interest. One such statement was received, but was subsequently withdrawn. The balance of those initially interested in bidding for the property were contacted by staff to remind them a written statement was necessary. No other written statements of interest to bid were received. No opposition to the sale was registered. Although Crossroads School staff expressed support for effective programs to benefit the homeless, concern also was expressed about potential school security problems posed by a homeless shelter in such close proximity. Santa Monica Montessori School staff did not oppose development of a homeless shelter at this site, but stated that the lot's best use would be for additional parking for Santa Monica Building Materials. Staff of both schools had reservations about the appropriateness of site use for a homeless shelter because of the lot's small size; narrow, elongated shape; and lack of aesthetic appeal, and because of heavy vehicular traffic in the immediate area. Department of community and Economic Development staff evaluated the site and determined it to be unsuitable for developing affordable rental housing or a homeless shelter because of - 2 - . Housing or social service land use would not be consistent with this zoning. Further, the site not only is not large enough for housing development, but is removed from support services necessary for a successful housing development or homeless shelter. staff recommends sale of this real property for these reasons: 1- The purchase price of $190,000 offered by the adjacent property owner, Santa Monica Building Materials, is significantly higher than the appraised value of the site if considered for independent development. Obtaining a higher price for the property is unlikely. 2. This 4,400 square foot lot has dimensions of approximately 145 feet by 30 feet. Development of the lot is most feasible for the adjacent owner. 3. The sale price of $190,000 is a significant addition to the Cityls Gas Tax Fund balance. No revenue is currently generated from the property. 4. Sale of the property will add to the city's assessed valuation tax base. The City's share of property tax revenue will increase by approximately $300 annually as estimated by the City's Finance Department. 5. The parcel is an odd-shaped, substandard lot not suitable for housing or shelter development. 7. It is desirable from a land use standpoint to have this parcel developed in conjunction with the adjacent property and not as an independent parcel. As required by law, recreation and housing agencies have been given first-use consideration. These agencies have no use for the property and the disposition can commence. BUdget/Financial Impact Sale proceeds will be deposited in the Gas Tax Revenue fund at account number 43-905-086-000-000. Staff Recommendation Staff recommends that the City Council adopt the attached resolution waiving public advertising and authorizing staff to proceed with the sale of 4,400 square feet of real property, located at the northeasterly corner of olympic Boulevard and 20th Street, to Santa Monica Building Materials for $190,000.
