INTRODUCTION
ThIS report recommends that the City CouncIl authoflze the CIty Manager to negotIate
and execute a professional services agreement not to exceed $200,000 with
Wolf/Lang/Christopher (WLC) Architects. Inc. for preparation of design development
and construction documents for Fire Station #2
BACKGROUND
On August 7, 1995, a Request for QualIficatIons (RFQ) was Issued to 146 fIrms for
architectural services to replace FIre Station #2 located at 222 Hollister Avenue On
August 31, 1995, a Request for Proposals (RFP) was sent to four firms that were
selected by a committee The four firms submitted proposals to develop schematiC
design, design development, and construction documents Wolf/Lang/Christopher
(WLC) was selected by the committee as the most qualified firm On October 17, 1995,
the City Council authorized the City Manager to negotiate and execute an agreement
wIth WLC ArchItects to prepare schematic desIgn documents for the new FIre StatIon

#2 The resulting desIgn, whIch compIles wIth the Ocean Park DIstrict (OP-2) DesIgn
GUidelines, was displayed at a public workshop where members of the public
expressed their support A conditional use permit (CUP) was required because the
OP-2 does not list FIre Stations as an allowable use at the 222 Hollister site The CUP
was approved by the Planning Commission on May 27, 1998 The design was
approved by the Architectural Review Board (ARB) on July 6, 1998 and has been
submitted to the Coastal CommIssIon for approval at the next Southern CalIfornia area
meeting In November 1998
Staff recommends that WLC proceed with design development and construction
documents for the new Fire StatIon #2

RECOMMENDATION
Staff recommends that CIty Council
1 Authorize the City Manager to negotiate and execute a professional services
agreement not to exceed $200,000 with Wolf/Lang/Chnstopher Architects, Inc
for the preparation of deSign development and construction documents for Fire
Station #2, and
2 Authorize the City Engineer to Issue any necessary change orders to complete
addItIonal work In conformance with the Administrative Instructions on change
orders
