SUBJECT RecommendatIon to Adopt a ResoJutlon Authorlzmg the CIty Manager to
Apply for Grant Funds from the County of Los Angeles Regional Park and
Open Space District for Santa MOnica Beaches (South Beach
Improvements) and Palisades Park Improvements (Phase II)
IntroductIon
This report recommends that the City CouncIl adopt a resolution authOriZing the City
Manager to apply for 51 7 million m grant funds from the Los Angeles County Park,
Beaches and Recreation Act of 1996 for Improvements to South Beach, from the
Municipal Pier to Bay Street, and Palisades Park extendmg from Anzona Avenue to the
park's northern terminus
Background
Los Angeles County voters approved PropOSItIon A, the Los Angeles County Park,
Beaches and Recreation Act In November 1992 and November 1996 ThiS Act proVides
grant fundmg to preserve, Improve and restore parks, beaches, open space lands and
recreational faCilities throughout Los Angeles County
One of the Santa Monica projects speCifically authOrized In the Act was $1 7 million for the
Improvement and rehabilitation of beach and bluff areas to Improve access and to prOVIde
Improvements for recreational actIVities These funds Will be used to supplement

prevIously Identified funds for South Beach and Palisades Park Improvement projects To
obtain the funds the City must submit a formal application to the County The grant
submittal process reqUIres a City CouncIl resolution which authorizes the CIty Manager to
apply for grant funding for these projects A copy of the required Resolution IS attached
BUDGETARY IMPACT
Funds have been prevIously appropriated for South Beach Improvements and Palisades
Park Improvements In account no 20-740-511-20098-8900-99650 MIscellaneous grant
revenue account no 20-400-501-00000-0602-10000 was previously estabhshed for receipt
of the grant fundmg for these projects
RECOMMENDATION
Staff respectfully recommends that the City CounCil adopt the attached resolutIon which
authorizes the City Manager to file an application and execute all necessary grant
documents to obtain funding for South Beach and Palisades Park Improvements Projects

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
APPROVING THE APPLICATION FOR GRANT FUNDS FROM
THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT
SPECIFIED GRANT PROGRAM FOR
SANTA MONICA BEACHES (SOUTH BEACH IMPROVEMENTS) AND
PALISADES PARK IMPROVEMENTS (PHASE II)
WHEREAS. the people of the County of Los Angeles on November 3,1992 and on
November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks,
Gang PreventIon, Tree-Planting, Senior and Youth Recreation, Beaches and Wildlife Protection
Act (the Proposition). which. among other uses, provides funds to public agencies and nonprofit
organlzatlOns In the County for the purposes of acqulrtng and/or developing facilities and open
space for public recreation, and
WHEREAS, the Proposition created the Los Angeles County Regional Park and Open
Space Dlstnct (the District) to administer said funds, and
WHEREAS, the Dlstnct has set forth the necessary procedures governing applications
for grant funds under the ProposItion, including requiring the Applicant to certify, by resolution,
the approval of the applicatlon(s) before submiSSion of said appllcatlon(s) to the DistriCt, and to
comply With assurances contained In the appllcatlOn, and
WHEREAS. the City as Applicant wants to apply for $1 7 mlllJon In grant funds available
pursuant to the Proposition for Improvements to the South Beach, from the MUnicipal Pier to
Bay Street. and for Improvements to Palisades Park from Anzona Avenue to the northern
termmus,
NOW THEREFORE. THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES HEREBY
RESOLVE AS FOLLOWS
1 Approves the filing of an applicatIOn With the Los Angeles County Regional Park and
Open Space DIstrict for funds allocated under SectIon 3(c)(2) AAA of the PropositIon for
the above-named Project
2 Certifies that the CIty. as Applicant, understands the assurances and certifications
In the application form
3 Certifies that the Crty, as Applicant, understands ,ts oblIgatIon to operate and
maintain the property(s) In perpetuity
