SUBJECT Recommendation to Authorize the City Manager to Execute an Agreement
with the California Integrated Waste Management Board to Administer a
Grant to Continue a Pollution Prevention ProJect, and Execute an
Agreement with the Community Environmental Council to Manage the
Project
INTRODUCTION
ThiS report recommends that the City Council authorize the City Manager to execute an
agreement wIth the Callforma Integrated Waste Management Board to administer a
federal grant on their behalf for $71,529 to continue a pollution prevention research
prOject related to reducIng use of household chemicals Staff also recommends that
the City Council authorize the City Manager to execute an agreement with the
Community Environmental Council to continue managing the project
BACKGROUND
Since 1988, the City has maintained an aggressive household hazardous materials
management program The program IS compnsed of a permanent waste collectIon and
exchange facIlity, multiple used 011 collection facIlities throughout the City, and extensive
public education Inltlatlves, Including the Household Hazardous Matenals Consumer

Awareness Ordinance, workshops and other outreach events and publications The City's
household hazardous waste management policies and storm water and pollution
prevention policies encourage the use of less hazardous alternatives when practicably
available to minimiZe the potential for generating hazardous waste
Since the early stages of the City's pollution-prevention efforts, staff has recognized the
Importance of prOViding the most useful and accurate Information when encouraging the
use of less tOXIC alternatives Although many alternatives which are encouraged Include
traditional Items, such as vinegar, baking soda, and lemon JUice. there IS not sufficient
health and performance research regarding the efficacy or potential Impacts of many
alternative products
Additionally, recent state legislative and adminIstrative efforts sponsored by chemIcal
manufacturers have attempted to restrict the ability of local agencIes to publish Information
regarding the use of less hazardous alternatives through the establishment of
Inappropnate and Irrelevant standards
DISCUSSION
To develop sCientifiC data, In 1996 City received a Household Hazardous Waste
Discretionary Grant from the California Integrated Waste Management Board for a project
to establish a sCientifiC peer review of published health and performance research

analyzing the use of alternative products Although the City received the grant, many
federal, state, and local agencies throughout the nation are participating In and
contnbutlng resources to the project The Community EnVironmental Council of Santa
Barbara has managed the project for the City from Its Inception
Project accomplishments have Included the development of a webslte as a venue for a
committee of SCientists to review and provide conclusions regarding eXlsttng sCientific
research about alternative products The resulting peer-review conclUSions about the
toxicological and environmental effects, and the efficacy of the alternative products are
posted on the webslte Municipal and non-profit sector program managers responsible for
pollution prevention programs use the Information for publiC education
The onglnal state grant funding for the project IS nearly expended A committee of pubhc
agency program managers, Including a City of Santa Monica representative, serve as an
adVISOry board to the Integrated Waste Management Board The committee Identified
additional project acttvltles that warrant continuance The content of the SCientifiC analYSIS
Will be summarized to Improve Its accessibility and ease adaptlon Into publications for
community publiC education via the webslte The technical analYSIS will continue to be
prOVided
The Integrated Waste Management Board has received a grant from the federal
EnVironmental Protection Agency (EPA) to continue the actiVities The EPA IS

encouraging state agencies to develop working partnerships with local agencies to
promote source reduction of hazardous waste and pollution prevention goals The
Integrated Waste Management Board will use the new momes to continue the SCientifIC
review of alternatives and produce public educatIon resources for local agencIes to use

BUDGET I FISCAL IMPACT
Funds wIll be expended from account number 31-500-662-00000-5608-00000 to be paid
to the Commumty Environmental Council That account will need to be Increased by
$71,529 The City will be reimbursed from the California Integrated Waste Management
Board and funds will be deposited In revenue account number 20-500-662-00000-0379-
10000 There IS no City match requirement for receipt of these funds by the City
RECOMMENDATION
Staff recommends that the City CounCil
1 AuthOrize the City Manager execute an agreement With the California Integrated
Waste Management Board to administer a grant In the amount of $71,529 for a
pollutIon prevention proJect, and
2 AuthOrize the City Manager to execute an agreement With the Community
Environmental CouncJlIn an amount not to exceed $71,529 to continue
managing the proJect, and
3 AuthOrize the budget actions described In the BudgeUFlscal Impact section
