SUBJECT RecommendatIon to Authorize the CIty Manager to NegotIate and Execute
a Contract with Kaku AssocIates, Inc to Prepare a Parking Demand Study
and Management and Implementation Plan for the CIVIC Center area
INTRODUCTION
ThiS report recommends that the City CounCil authorize the City Manager to negotiate and
execute a contract with Kaku Associates, Inc, In an amount not to exceed $150,000,
mcludlng contingencies, to prepare a parking utilization and demand study and
management and Implementation plan for the Santa MOnica CIVIC Center area
BACKGROUND
The Santa Monica Public Safety Facility ProJect, Including the extension of OlympIC Drive
from Fourth Street to Main Street, IS currently In the desIgn development stage Upon
commencement of construction on the project, certain parkmg facIlities In the CIVIC Center
area, Including the City Hall vIsitor lot and part of the employee and fleet lot east of City
Hall, Will no longer be available While the Public Safety FacIlity will Include subterranean
parkmg for offiCial vehicles, It IS anticipated that there Will be a net loss of parking spaces
adjacent to City Hall. both dUring and after construction As a result, parking for CIVIC
AuditOrium events and the County Courts WIll also be Impacted

In order to plan for adequate parking resources to meet the needs of VIsitors, employees
and official vehicles In the CIVIC Center area dUring and after construction, a parking
utilization and demand study and management and Implementation plan must be prepared
for the area The study will analyze parking needs In the area and recommend strategies
to accommodate thIs need The data gathering phase of the project will Include parking
utilization studies, duration analysIs, and user surveys, to serve as a basIs for forecasting
parking demand and supply durmg and after construction The study Will analyze short-
term parking recommendations to be Implemented dunng and Immediately follOWing
constructIon of the project, such as addItIonal City Hall parkmg In the CIVIC AudItOrium
parking lot or at remote lots, and long-term solutions, such as the construction of structured
parking In the CIVIC Center area The long-term component of the study Will also assess
the feaSibility of providing accessory parking at the CIVIC Center for users of the transit
system, including utilization analysIs and demand projections The fInancIal and operatIonal
Impacts of the short- and long-term recommendations Will also be analyzed
CONSULTANT SELECTION PROCESS
In June 1998, the City soliCited proposals from five transportation and parking consulting
firms Two firms responded with proposals by the stated deadline A committee composed
of representatives ofthe CIVIC AuditOrium and the Planning and Community Development
Department recommended that Kaku Associates, I nc be selected to proVide the requested
scope of services Kaku AssocIates was recommended on the basIs of their experience
and reputation with Similar studies, methodology and approach to the project, experience
of key project personnel. and reasonable fee proposal

STUDY SCHEDULE
Kaku Associates will begm the study Immediately following execution of the contract The
parking utilization and demand analysIs will be coordinated to ensure that data collection
occurs when the CIVIC Auditorium IS In use and when a large JUry pool has been summoned
to the County Courts Short-term parking recommendations will be presented to the City
CouncIl for reView In late fall of this year, In order to assure adequate time for
Implementation and associated commUnication wIth VIsitors and employees before
construction on the Public Safety Facility begins In late spnng of 1999 Long-term parking
recommendatIons wIll be presented to the CIty CouncIl In the spring of 1999

Funds for thiS study are available In account nos 01-800-266-00000-5506-00000
($100,000) and 41-750-657-20095-8900-99104 ($50,000)
