SUBJECT Recommendation to Approve a Project Modification and to Authonze the City
Manager to Negotiate and Execute an Amendment to the Professional
Services Contract with Montgomery Watson Amencas, Inc for Additional
Design Services for the Coastal Interceptor Sewer Project
IntroductIon
ThIS report recommends that the City Council authonze the City Manager to modify the
scope of work and negotiate and execute Modification No 3 to the profeSSional services
contract with Montgomery Watson Amencas, Inc, for additional design services required
In conjunction wIth the Coastal Interceptor Sewer Project The negotIated fees for thIS
contract amendment for the additional services shall not exceed $582,810, bnnglng the
total project design cost to $1,095,710
Backaround
The Coastal Interceptor Sewer (CIS) system collects sewage from the City of Los Angeles,
north of the City limits and, With additional flows from the CIty of Santa Monica, carnes It
to the City of Los Angeles' Hypenon Plant for treatment The CIS In Santa Monica IS
compnsed of the PacifiC Coast Highway sewer mains, the Moss Avenue samtary sewer
pumping station, the Ocean Avenue, PICO Boulevard and Main Street sewers, and two
monitoring/sampling stations In 1996. the Moss Avenue sanitary sewer pumping station

was In need of extensive repairs, the Pacific Coast Highway sewer mains had sustained
significant earthquake-related damage and the City's metering/sampling system required
upgradIng The City entered Into a contract with Montgomery Watson Americas. Inc I In
the amount of $340,500 for the evaluation, planmng and design of the Moss Avenue
sanitary sewer pumping station rehabilitation, repairs of the earthquake-damaged Pacific
Coast HIghway sewer maIns and the rehabilItation of the flow monltorrng/sampllng statIons
Contract Modifications Nos 1 and 2 added the downstream portion of the CIS (Ocean
Avenue, PICO Boulevard and Main Street) and Increased Montgomery Watson Amencas,
Inc 1 contract to $512,900
DIScusSion
The scope of the project has changed In order to meet current engineering design
standards and dry weather runoff flows from the City of Los Angeles Tasks required of
Montgomery Watson now Include a complete redeSign of the CIS project to accommodate
the additional flows, the Integration of architectural desIgn Into the Moss Avenue Pumping
Station plans and specifications, the re-structurlng of the bid packages for construction
effiCiency, assistance In selecting mlcrotunnelllng contractors, assistance with the CIS
proJect's public outreach campaign, evaluatIon of the Impacts of CIS construction on the
public and the incorporatIon of resultIng mltlgatmg measures Into the bid packages
The current total estimated cost of the CIS project IS $34,750,000 ThIS Includes
englneenng, administration, construction management and inSpection, and contingencies

ThIS third modification to the contract In the amount of $582,810 would revise Montgomery
Watson's contract to $1,095,710
The City of Los Angeles contributes a sizable portion of the total wastewater flow Into the
CIS and will be responsible for theIr proportionate share of the costs of the englneenng
and construction Funding for the engIneering desIgn, constructIon management and
construction for the CIS project will come from the following three sources
1 FEMA will contnbute a minimum of $5,265,000 as reimbursement for the
earthquake-damaged repairs to the CIS system
2 The City of Los Angeles will reimburse Santa MOnica approximately 95% of
the costs for replacing the Moss Avenue pumping station. the PCH sewer
main, the Ocean AvenuelNerlson Way transmission main, and the
momtonng/sampllng projects
3 The balance Will be from the Santa MOnica Wastewater Fund
Budget/Financial Impact
There are suffiCient funds In the Wastewater Fund to cover the design contract
amendment proposed In thiS report until reimbursement from the City of Los Angeles and

Recommendation
Staff recommends that the CIty Council
1 Authorize the CIty Manager to negotiate and execute an amendment to the
professional services contract with Montgomery Watson In an amount not to exceed
$582,810 for the Coastal Interceptor Sewer project, and
2 Authorize the CIty Engineer to Issue any necessary change orders to complete
addItIonal work wIthIn the contingency amount
