CIVIC Parking Lot and with BP Solar Inc , for the Design and Installation of a Photovoltalc System for the Santa MonIca Place Parking Structure INTROD UCTIO N This report recommends that the City CounCil authorize the City Manager to negotiate and execute an agreement with Edison Technology Solutions for the design and Installation of an on-gnd photovoltalc carport In the CIVIC AudItOrium parking lot In an amount not to exceed $44,400, and with BP Solar, Inc. for the design and construction of a photovoltalc system for the Santa Momca Place parking structure In an amount not to exceed $45,350 BACKGROUND Assembly Bill 1890, enacted In 1996, provided $540 million for the support of renewable electriCity generation technologies with funds collected from Investor-owned utility ratepayers dUring 1998 through March 31, 2001 Senate Bill 90, enacted In 1997, aJJocates the funds and directs that ten percent, or $54 mIllion, be used for the support of emerging technologies Including photovoltalcs, solar thermal electnc. fuel cells, and small Wind turbmes The California Energy Commission WIll administer a multi-year program (Buy Down Program) Intended to encourage the Installation of small, rehable generating systems throughout California The Buy Down Program prOVides payments to buyers. 1 ~F JUl 2 81998 sellers, lessors or lessees of elIgible electncal generating systems whIch are powered by emerging renewable resources City staff secured a reservation of Buy Down Program funds from the California Energy CommIssion In antiCIpation of IdentifYing other financing sources for these projects City staff and a consulting engineer IdentifIed several potential solar photovoltalc projects In Santa Monica Photovoltalc (PV) energy. also known as solar electnclty, IS the direct conversion of sunlight to electnclty PV can be a part of systems that are either connected to the utility gnd or that stand alone Gnd-tled PV systems provide electnclty to buildings or loads where they are connected In December 1997, City staff began discussions with Edison International to develop a plan to transform Santa Momca Into the first Solar CIty The goal IS to bUild on-gnd photovoltalc systems to prOVide clean. sustainable energy and offset part of the electncal demand of the adjacent City-owned structures British Petroleum has committed slgmflcant resources to developing the solar photovoltalc market In the United States and recently opened a photovoltalc system manufactunng plant, BP Solar Inc , In Fairfield, Callforma City staff met with BP Solar representatives and Identified several potential solar projects for City facilities that are SUitable for BPs photovoltalc technology beginning with the CIVIC AuditOrium parking area and Santa Momca Place parking structure DISCUSSION Edison Technology Solutions IS a deregulated affiliate of Edison International They are proposing that a solar carport be Installed In the parking lot between the Santa Monica 2 CIVIC AudItorium and the County Courthouse BUlldrng The solar carport wIll generate over 31 kilowatts of electricity at peak load The electricity will be transmitted across the parking tot to the CIVIC AuditOrium Electricity savings at the CIVIC Will total an estimated $4,400 per year The carport Will cover a double Wide row wIth parking for 40 cars facing Main Street where It Will be most vIsible to the public No current parking spaces Will be displaced The only change IS that the spaces Will be shaded The carport Will be designed and constructed of structural steel by Solar Utility for Edison Technology Solutions, a photovoltalc system design and dlstnbutlon firm Thin-film amorphous-silicon photovoltalc cells laminated to pieces of stainless steel and then coated with protective covenngs generate electricity and minimize maintenance of the structure The total project cost IS $364,509 Edison Technology Solutions Will prOVide $320,109 Edison Technology Solutions has received fundmg from the California Energy CommisSion's Emerging Renewables Buy Down program and the U S Department of Energy The City's contnbutlon to the carport project will be $44,400, based on the amount equal to the anticipated energy savings generated by the project over a ten year penod at current electnclty rates BP Solar, Inc, has proposed to design and construct a photovoltalc array for the Santa Monica Place parking structure which will be mounted on the top floor of the structure facing Colorado Avenue In the space between the screen support along the length of the facade and the parking structure railing The system Will generate over 9 5 kilowatts of electriCity at peak load and Will be connected to Santa MOnica Place, helping to reduce 3 electricIty costs to the mall by an estImated $1,700 per year Santa MOnica Place management supports the project, pending review of the final design plan The total project cost IS $66,800 The City's contnbutlon will be $16,700 The City has reserved $28,650 from the California Energy CommissIon's Buy Down Program which IS reimbursable upon Installation of the project BP Solar Inc. will contnbute the balance of $21 ,450 Final design and construction of both projects will proceed upon execution of the contracts The projects were reviewed and approved by the Architectural ReVIew Board on July 20, 1998, as deSigned, without any recommended changes BUDGET/FINANCIAL IMPACT The total funding necessary for the City'S share of costs for both proposed projects IS $89,750 The California Energy CommisSion Will reimburse $28,650 of thiS cost to the City upon completion of the Santa MOnica Place project To cover the City's share of costs, $56,631 IS available from savings In the 1995-96 Street ResurfaCing account number 01- 770-402-20096-8905-99152 and $33,119 IS available from savings In the 1996-97 CIP project number 01-770-402-20097-8905-99152 Staff requests that funds In these amounts by transferred from these CIP accounts to new CIP account number 01-710-662- 20099-8900-99021 to result In a total budget amount of $89,750 4 Staff also requests that a new revenue account ("BP Solar PV ProJect" 20-500-662-00000- 0617 -1000) be created to receive the anticipated $28,650 reimbursement from the California Energy Commission once the Santa Monica Place project IS complete RECOMMENDATION Staff recommends that the City Council authorize the City Manager to negotiate and execute an agreement with 1 Edison Technology Solutions for the deSign and construction of a photovoltalc carport to be located In the CIVIC parking lot In an amount not to exceed $44,400, and 2 BP Solar Inc , for the deSign and construction of a photovoltalc array to be located In the Santa MOnica Place parking structure In an amount not
