Introduction
This report recommends that the City Council authOrize the City Manager to negotIate and
execute a profeSSional services contract for the desIgn of repairs for the FaCIlities
Mamtenance Program for CIty Parks, Years 2 and 3, With Pamela Burton and Company
In an amount not to exceed $150,000
Background
On June 23, 1998. the City Council authOrized the CIty Manager to negotiate and execute
a profeSSional services agreement In an amount not to exceed $150,000 With
Zeballos+Smulevlch Architects for the design of repairs for the FaCIlities Maintenance
Program for City Parks, Years 2 and 3 Due to changes In the business entity,
Zeballos+Smulevlch Architects Will be unable to perform the required work
The FaCIlities Maintenance Program Includes code upgrades and deferred mamtenance
In City bUlldmgs and parks The scope of work at City Parks Includes repairs at Ashland
Park. Barnard Way Park. Clover Park, Crescent Bay Park, Goose Egg Park, HotchkiSS

Park. Joslyn Park. Lincoln Park, Los Amlgos Park, Manne Park, Memonal Park, Ocean
View Park, Ozone Park. the Semor Recreation Center at Palisades Park, Stewart Street
Park, and Virgin la Aven ue Park Work at these locatIons wlilmclude patching and palntmg,
masonry, concrete and asphalt repair, Irrigation system repair or replacement, fencing, and
playground eqUipment repair and replacement The cost of the Improvements IS estimated
to be $1,460.000

ZebalJos+Smulevlch Architects has elected to suspend operatIons CIty staff are
recommending Pamela Burton and Company as the consultant for this project Pamela
Burton and Company was the landscape arch Itect sub-consultant In the
Zeballos+Smulevlch proposal for the Parks FacIlities Maintenance Program, Years 2 and
3 The landscape work constitutes 65% of this project
Pamela Burton and Company has taken the lead position In numerous other projects of
comparable scope Includmg Broadway Spring Center I Biddy Mason Park In Los Angeles,
and the Campus Master Plan for California State Umverslty, Northndge They also served
as the landscape architect sub-consultant to Zeballos+Smulevlch Architects for the first
phase of the Improvements at the parks Sergio Zeballos of Zeballos+Smulevlch
Architects Will serve on Pamela Burton and Company's staff as project archItect

available In CIP account #01-740-481-20098-8900-99421
Recommendation
Staff recommends that the City Council
1 Authorize the City Manager to negottate and execute a contract with Pamela Burton
and Company for an amount not to exceed $130,000 for the design of repairs to the
Parks Facilities Maintenance Program, Years 2 and 3, and
2 Authorize the City Engmeer to Issue any necessary change orders to complete
additional work In conformance with the Administrative Instructions on professional
services change orders
