Introduction
As directed by the CIty Council, thiS report recommends that the City Council adopt a
resolution amending regulations for off-leash dog areas
Backaround
At the City Council meeting of January 13, 1998, City Council directed staff to Implement
a range of actiVities to address Improved conditions at and regulations of off-leash dog
areas In Santa MOnica parks In response to thiS direction, a resolution has been prepared
to reflect the changes Upon adoptIon of the resolution, park signs will be changed to
Include the new regulatIons
DISCUSSion
In November of 1997, a report regarding the eXisting off-leash dog areas was completed
ThiS report addressed conditions In the off-leash areas that affected nearby residents
mcludlng nOise and unattractive park conditions A number of recommendations were
made and subsequently approved by the City Council The attached resolution addresses
three of those recommendations 1) restnctlng the use of the off-leash areas to the
specified hours of operation, thus preventing use at other times the park IS open, 2)
restnctlng the number of dogs per person to two dUring peak hours, and 3) restricting the
total number of dogs at Joslyn Park to 45 at any given time These new regulations are
designed to reduce the nOIse Impact on neighbors and Improve park conditions by

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA DESIGNATING OFF-LEASH DOG AREAS,
LIMITING THE NUMBER OF DOGS AND
ESTABLISHING HOURS OF USE
WHEREAS, In September 1989, the City Council authorized an off-leash area for
dogs In Memorial Park, and
WHEREAS, In November 1995, the City Council authorized off-leash areas for dogs
In Joslyn and PacIfic Street Parks, and
WHEREAS, In January 1998. the City Council authorized limitatIons on the number
of dogs In off-leash areas and the hours of use of off-leash areas. and
WHEREAS, It IS the CouncIl's Intention that dog owners and dogs continue to enJoy
access to off-leash areas In the City's public parks and that any potential adverse Impacts
on surrounding neighborhoods be minimized,
NOW. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS
SECTION 1 Resolution Number 8971 (ecs) IS hereby repealed In Its entirety
SECTION 2 The DIrector of Community and Cultural ServIces shall desIgnate
portions of Joslyn Park, Memonal Park and PacIfiC Street Park for off-leash use only dunng

the hours of 7 30 a m to 8 30 P m on weekdays. and 8 30 a m to 8 30 p m on weekends
and holidays No one shall be permitted In these designated off-leash areas before or
after the designated times
SECTION 3 At no time shall there be more than 45 dogs In the Joslyn Park off-
leash area The DIrector of Communrty and Cultural Services. or hIs or her designee, may
limit the number of dogs In other off-leash areas accordmg to avarlable space Such
lImitations will be posted In each designated park area
SECTION 4 No person may have more than two dogs In an off-leash area dUring
the peak hours of 7 30 a m to 9 00 a m and 5 00 p m to 8 30 p m
SECTION 5 Dog owners are expected to adhere to all applicable laws and to
endeavor to mInimiZe any potential adverse neighborhood Impacts by leashing dogs when
not wIthIn desIgnated off-leash areas. controlling their dogs to prevent the commISSion of
nUisances. VISibly carrYing the means of removing theIr dogs' fecal matter and removIng
It, and preventing excessIve barking
SECTION 6 The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be In full force and effect
